- The United States Army Corps of Engineers intends to acquire through contract action on a sole source basis, services of a firm with the capability of providing the electrical inspection and repair of U.S. occupied non-density list facilities on Logistics Civil Augmentation Program (LOGCAP) supported bases and camps, at sites that have no LOGCAP support, and can also provide Fire Safety Program and Fire Brigade Training, NAICS Code 238210. The estimated amount is $80 million and the source is TENG & Associates, Inc. 205 N Michigan Ave Suite 3600, Chicago, IL 60601-5927. This is not a formal solicitation or request for proposal. This synopsis of intent is to give notice of the Government's intent to make a sole source award under the authority cited in 10 U.S.C 2304(c)(2) and implemented by Federal Acquisition Regulation 6.302-2, Unusual and Compelling Urgency to provide the required electrical inspection and repair services throughout the combat theater in Afghanistan for a period of one year while a five year contract can be competed and awarded. The Task Order currently providing these services will expire February 20, 2012. The contracting capacity available on the current contract vehicle was exhausted prematurely (estimated five year contract spent in two years) due to a high and unexpected mission load in FY11. These services are urgently needed as the current contractor is finding electrical life, health safety deficiencies at a rate of approximately 2,500 per week. The general requirement includes electrical power systems inspections and repair of life, health, and safety (LHS) hazards of US occupied facilities for USFOR-A and Fire Safety Program support to the USFOR-A Safety Office. Additionally, the Contractor shall serve as subject matter expert for electrical design, installation and code compliance on new construction of U.S. occupied facilities for USFOR-A. Electrical safety inspections and repair of LHS hazards shall include power generation, transformation, and distribution system components for Low Voltage (600 volt and below) systems. Inspections and repair of LHS hazard shall include all commercial and tactical power systems for all temporary and permanent structures. The US Government will provide the electrical bill of material (EBOM) necessary to effect repair of LHS hazards. Contractor shall provide all other material, labor, and equipment to perform inspections and provide deliverables as described in the Statement of Work. The Fire Safety Program support includes fire/life safety risk assessments, fire protection plan review of planned projects, fire incident investigations, inspection and testing of fire protection systems, and management of a database for fire prevention and fire incident data. Fire Safety Program support will be constant over the duration of the task order. Contracting Officer: John A.
