- PARTICIPATION IN DISA'S ENTERPRISE SERVICE MANAGEMENT FRAMEWORK CONSORTIUM THIS IS A SPECIAL NOTICE FOR PARTICIPATION IN DISA'S ENTERPRISE SERVICE MANAGEMENT FRAMEWORK (ESMF) CONSORTIUM TO BE HELD NOVEMBER 14-16, 2011 1. INTRODUCTION The Defense Information Systems Agency (DISA), in support of the Department of Defense (DoD), is seeking participation from commercial companies or integrators that wish to attend the Department's first ESMF Consortium event and have experience in implementing ITSM/ITIL best practices in their environment or can speak to industry trends and practices in Service Management with special emphasis on Cloud Computing. DISA is interested in having four - six (4-6) speakers from industry to present their experiences in industry (as opposed to government) with ITIL/ITSM adoption efforts. The Agency will allow 40 industry participants in person and 50 participants via Defense Connect Online (DCO). The opportunity would provide an information exchange between government and industry, but is not a sales opportunity. Industry speakers should focus on areas outside of sales such as internal adoption efforts, experience with government and non-government clients, lessons learned and emerging techniques. Each selected company will be allowed no more than two (2) participants. 1.1 OVERVIEW This event is solely for the exchange of information and knowledge. The speakers and participants in the event will benefit from government exchange with the defense department as a whole; however participation or presentation at the event does not provide attendees with any competitive advantage or preferential treatment in future acquisitions related to or resulting from the event. Additionally, the government does not support or endorse any company that attends or presents during the event. 1.2 PURPOSE The Consortium event is intended to facilitate a learning exchange and public dialogue between industry and the Department of Defense. The three (3) day event is comprised of the following: •· - Day One (1) will focus on the government sharing its current ITSM approach, the impact of Enterprise Service (Cloud Computing) on service management in the government sector, the challenges that need to be solved and the future of ITSM in the government (specifically DoD). •· - Day Two (2) is for Industry at large to share its successes and experiences and explain where industry is going with service management (independent of the government uses). • - Day Three (3) will include public discussions on the future of operations as it pertains to the GIG and the network layer in the morning followed by a closed government-only meeting to discuss the creation and management of Defense Enterprise Service Management Framework (DESMF). In subsequent years, the orders of days one and two will be reversed with each session in a call and response scenario to facilitate the industry's ability to learn equally from what the government is doing. The Consortium will be held biannually at Fort Meade, MD on the DISA campus. Government attendees include but are not limited to DISA, each military department, each combatant command, and military agencies. Participants for the most part will be GS-15 and O-6 level with some flag-level speakers and participants. 2. SPEAKER AND ATTENDEE EXPERIENCE SUBMISSION (limited to 2 pages) Companies are asked to provide a submission that summarizes their experience with ITSM, ITIL, eTOM or other Business Process Management as applied to computing, IT, Telecommunications and Cloud Computing. Experiences should be outside the government realm and should demonstrate use internally to their corporation or large client applications, specifically to organizations that sell or support IT/Telecom services to groups larger than 10,000 with support staff in the hundreds. Ideally the government is looking to share experiences with large scale service providers. Companies that meet these experience criteria will be invited to attend based on a first-come, first-served basis (e.g. the first 90 companies to submit responsive experience submissions will receive invitations to attend). Potential speakers should be able to speak to the application of ITSM, the future of ITSM or the use in ITSM in ways that inform the Consortium as a whole on the application of service management in the above described environments to include existing and emerging techniques, new methods and modes. Interested speakers should send their qualifications and intended presentation description as described above to Drew Jaehnig ( drew.jaehnig@disa.mil ) and Cassandra Bowen ( cassandra.haskell@disa.mil ) on ( November 2, 2011 ) for consideration. Speakers, if selected, must attend the event in person. Interested speakers shall submit a summary of their intended presentation and the government will potentially select four-six (4-6) industry speakers based on the government's discretionary assessment of the presentation's contribution to the event as a whole. Selected speakers will be notified by November 5, 2011 of their selection and details regarding their attendance and presentation. Attendance at this Consortium event is free. Participants in the Consortium event will not be paid by the government nor is there anyway an implied or implicit competitive advantage for the participants in future solicitations, nor will the government charge the participant for any costs incurred by the event. The event is for informational, educational and academic purposes only. 3. CONTACT INFORMATION Interested attendees should send identification of the anticipated attendees, their titles, and a detailed description of their capabilities and qualifications (as described in Section 2. above) to Drew Jaehnig ( drew.jaehnig@disa.mil ) and Cassandra Bowen ( cassandra.haskell@disa.mil ) on November 2, 2011 in order to register for the event. Questions should be directed to Drew Jaehnig ( drew.jaehnig@disa.mil ) and Cassandra Bowen ( cassandra.haskell@disa.mil ). The maximum number of attendees permissible given the location at which the event is held is 40 in person and 50 via DCO. Admittance will be based on "first-come, first-served" in combination with the capabilities/qualifications (describe above) necessary for meaningful participation. 4. RESPONSES WILL NOT BE CONSIDERED AS PROPOSALS NOR WILL ANY AWARD BE MADE AS A RESULT OF THIS NOTICE. All information contained in the SPECIAL NOTICE is preliminary as well as subject to modification and is in no way binding on the government. FAR clause 52.215-3, Request for Information or Solicitation for Planning Purposes is incorporated by reference into this SPECIAL NOTICE. The government does not intend to pay for information received in response to this SPECIAL NOTICE. Responders to this invitation are solely responsible for all expenses associated with responding to this SPECIAL NOTICE. Responses to the SPECIAL NOTICE will not be returned nor will receipt be confirmed. In accordance with FAR 15.201(e), responses to this SPECIAL NOTICE are not offers and cannot be accepted by the government to form a binding contract. Again, responders are solely responsible for all expenses associated with responding to this SPECIAL NOTICE. 5. SUBMISSION INSTRUCTIONS The government will accept electronic submissions only via email. Responses should include the (1) business name and address; (2) name of company representative and their business title; (3) experience/capability statements as discussed in Section 2. above. Responses to this SPECIAL NOTICE are due November 2, 2011. Interested companies should forward their information as outlined in paragraph 2 above, other information to be considered, and any applicable questions to Drew Jaehnig ( drew.jaehnig@disa.mil ) and Cassandra Bowen ( cassandra.haskell@disa.mil ). All responses should not exceed a 5 MB mail limit.
