Description
HSCEDM-12-R-00001 Pre-Solicitation Syposis: Detention/Transportation Services for New York City Metropolitan Area U.S. Immigration and Customs Enforcement (ICE), a component of the Department of Homeland Security (DHS), has a critical need to contract for Transportation/Guard Officers (herein referred as Detention Officers) to provide, operate and manage the Transportation and Guarding of detainees in U.S. ICE custody for the New York Field Office Area of Responsibility (AOR) to include the States of New York and New Jersey, commonly known as the New York City Metropolitan area. The period of performance consists of a base year and four (4), one (1)-year option periods. Detention Officers duties include, but are not limited to, armed transportation services, escorting detainees to and from transport vehicles, monitoring detainees in custody in accordance with U.S. ICE Standards. Transportation services entail over the road transport services, courtroom guarding, security services, and other related transportation and guard duties. Transportation will be required throughout the New York Field Office AOR. The detainee monitoring services shall be performed at the Varick Processing Center at 201 Varick Street, New York, NY 10014 or as directed by U.S. ICE. Recruiting, hiring, and equipping employees and meeting training requirements; obtaining required insurances, all licensees and permits (including firearms); and security and health screening conditions will also be requirements of the solicitation. All terms and conditions will be included in the solicitation. The anticipated release date of the solicitation is November 14, 2011. A closing date for receipt of proposals will be reflected in the solicitation. This requirement is being set-aside for small businesses. The associated North American Industry Classification System (NAICS) code if 561612. Potential Offers will be responsible for downloading their copy of the RFP and amendments, if any. Please do not call the Contracting Office for questions regarding the solicitation. The solicitation will identify how the Contracting Officer will address questions and the solicitation will give detailed instructions on submittal of proposals.
