- This Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Heart, Lung, and Blood Institute (NHLBI). The purpose of this SS is to identify qualified small business concerns [including Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB] that are interested in and capable of providing: HumanExome Beadchip (48 and 288), (Specified Brand Name, Illumina) The NHLBI does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. As a result of this Sources Sought notice, the NHLBI may issue a Request for Quote (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NHLBI shall arise as a result of a response to this Sources Sought notice or the NHLBI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The NHLBI is seeking capability statements from all eligible small business concerns [particularly Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB)] under the North American Industry Classification System (NAICS) code 334516 with a size standard 500 employees. Based on the responses received from this SOURCES SOUGHT announcement, the proposed acquisition may be solicited as a Total Small Business Set-Aside. All eligible small business concerns responding to this Sources Sought Announcement must have the capabilities to provide services as below. Background: The National Institute of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting, supporting and making medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), National Institute of Molecular Genetics Section of the Genome Technology Branch has upgraded the genotyping capabilities in the Finnish US Investigation of NIDDM (FUSION) genetics study to increase throughput and versatility as well as lower the cost of high throughput SNP analysis. In increasing the versatility we are able to optimize the type of genotyping reaction to facilitate smaller studies with a large number of samples as well as larger numbers of SNPs on few samples for association discovery studies. NHGRI are starting an exciting new phase of the FUSION project. Skeletal muscle from the vastus lateralis, subcutaneous adipose tissue from the abdomen, and a skin biopsy that can be cultured into fibroblasts will be obtained from 100 FUSION participants with normal glucose tolerance (NGT), 100 with impaired glucose tolerance (IGT), and 100 newly diagnosed type 2 diabetics (T2D). A newly designed Illumina exome chip that will score for ~250,000 common and rare variants in exons, using data from the 1000G project as a reference set will be used in the research. Additionally, whole genome methylation analysis will be assessed using the Illumina 450K chip, which examines methylation sites covering 99% of the RefSeq genes and 96% of the CpG islands genome-wide. To obtain digital data on gene expression, total RNA from a portion of each tissue and from cultured fibroblasts will be subjected to RNA-seq. These rich and extensive data sets on the genome, transcriptome, epigenome, and phenome of 300 individuals, to be generated over the course of the next year, will provide an opportunity for multiple complex analyses. Place of Performance : The arrays will be processed at the NHGRI and NIH supported Center of Inherited Disease Research (CIDR) where the processes and expertise in Illumina arrays are well characterized and documented. Therefore we are procuring the below items: Items: 1. HumanExome BeadChip (48), Catalog Number: WG-353-1001-PRE, Units: One (1) Each. 2. HumanExome BeadChip (288), Catalog Number: WG-353-1002-PRE, Units: Six (6) Each. 3. Shipping and Insurance Interested qualified small business organizations should submit a tailored capability statement for this requirement, not to exceed 20 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above and in the draft SOW. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. All capability Statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Dorothy Maxwell, Contract Specialist, at maxwelld@mail.nih.gov in either MS Word or Adobe Portable Document Format (PDF), by November 1, 2011 7:30 AM, EST. All responses must be received by the specified due date and time in order to be considered.
