Description
Construction of a new approximately 100 member Army Reserve Center (ARC) consisting of an approximately 23,294 square foot (SF) Training Center with approximately 610 SF of Unheated Storage (UHS) and an approximately 4,663 SF Organizational Maintenance Shop (OMS) in Des Moines, Iowa. The buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, mechanical systems, and electrical systems. Supporting facilities will include site preparation, paving, fencing, and extension of utilities to serve the project. Offerors are under no obligation to approach this ceiling. The estimated cost range for this project is $5M to $10M. The construction contract duration is 490 calendar days. The solicitation will contain options for the following: OMAR Funded Items, Bona Fide Need OMAR Funded Items, Scissor Lift, Recessed Dock, and Bi-Level Loading Ramp. The proposals will be evaluated using the Best Value Tradeoff Process. This process requires potential offerors to submit their technical and cost proposals for consideration by the Government. The evaluation criteria will contain factors such as Relevant Experience, Confidence in Performance, Management Plan, and Safety. A small business subcontracting plan is required for large businesses. The current goals for the Louisville District are: 50.0% to Small Business, 17.0% to Small Disadvantaged Business, 18.0% to Women-Owned Small Business, 10.0% for HUBZone Business, 4.0% to Service Disabled Veteran Owned Small Business, and 8.5% to Veteran Owned Small Business. The approximate issue date is 14 November 2011 and approximate closing date is 29 December 2011, 1400 hrs Eastern Standard Time. Project documents will be issued via the internet only. Downloads will be available via the Federal Business Opportunities (FedBizOpps) website (http://www.fbo.gov). Amendments also will be available only through the FedBizOpps website. This is a Full and Open Procurement; however, in accordance with Federal Acquisition Regulation 19.1307(b), this project requires the HUBZone 10% price evaluation preference. NAICS code is 236220. Size limitation is $33.5M. This announcement serves as the advance notice for this project.
