Description
RFI PWS Request for Information (RFI) StrategicWatch Development and Engineering Support THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION IS AVAILABLE AT THIS TIME. Purpose: The Defense Information Systems Agency (DISA) Chief Technology Office (CTO) is conducting market research as part of the acquisition planning phase for the StrategicWatch Development and Engineering Support Capability Requirement. This RFI will provide the CTO Team and the contracting officer the information needed to determine whether two or more Alliant Small Business vendors are capable of providing the needed capability to support this requirement. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government for forming a binding contract. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked Proprietary will be handled accordingly. This RFI is a request for interested parties to describe their technical capabilities and demonstrated experience with software development, sustainment, and fielding of software applications, in general, and in support of the Joint Operation Planning and Execution System process, specifically. All interested parties are requested to provide written responses to the criteria below. A response to this RFI is necessary in order to assist DISA in determining the potential levels of interest, adequate competition, and technical capability within the Small Business Community to provide required services. Background: During events of national significance, response time is important. To ensure appropriate action, decision-makers must be aware of their situation. As part the National Military Command System (NMCS) transformation initiative the situational awareness web framework (StrategicWatch) was created in the National Senior Leader Decision Support Service (NSLDSS) Joint Concept Technology Demonstration (JCTD). StrategicWatch is a Government developed, ExtJS 3 (http://www.sencha.com/products/extjs/) based web framework that makes use of real-time data mashup technology to provide a rich experience for users. The framework consists of a desktop-like environment that contains different widgets displaying data in a variety of ways. The commercial JackBe Presto (http://www.jackbe.com/) enterprise mashup server is used as a loosely coupled, underlying component of StrategicWatch that provides data-layer mashups using web services. JackBe Presto provides users the ability to easily put together real-time data from many network sources using a graphical programming interface or by writing Enterprise Mashup Markup Language (EMML). In addition, contracting support is expected to be leveraged to support JackBe Presto integration, development, and maintenance for the Global NetOps Information Sharing Environment (GNISE). GNISE is intended to provide Commmanders and decision makers at all levels - CC/S/A NetOps centers, US Cyber Command (USCYBERCOM), US Strategic Command (USSTRATCOM) - with an ability to maintain Situational Awareness (SA) across the three primary activities of NetOps: Global Information Grid (GIG) Enterprise Management (GEM), GIG Net Assurance (GNA), and GIG Content Management (GCM), including relevant, accurate and timely information about the availability, integrity and confidentiality status of its network connected components, as well as information about how events, incidents, threats, and vulnerabilities occurring within the GIG impact ongoing and planned missions across all DoD Joint Capability Areas. JackBe Presto is currently planned to be part of an Information Sharing framework that includes integration with Liferay Portal and interoperability with Ozone Widget Framework communities. Similar to its function in StrategicWatch, JackBe Presto will be leveraged to mashup disparate data sources and develop data visualization services within GNISE. The specific requirements for this contemplated procurement are outlined in the attached draft Performance Work Statement (PWS). Responses to this RFI must include the following: a)Describe your experience in the development and sustainment of DoD web-based and/or DECC-hosted systems. Include management, development, engineering, testing, help desk support, and configuration management in a Service Oriented Architecture (SOA) environment. Describe your experience in a SOA environment. b)StrategicWatch provides a situational awareness capability using Ext JS and the underlying JackBe Presto mashup server. Describe your experience with using Ext JS within a rich experience user environment. c)Identify any applications you developed or worked on that provide users a situational awareness type capability using open sources information specifically from SOA sources. d)Describe your experience with mashup technologies, specifically JackBe Presto Enterprise mashup server. Describe your experience with Enterprise Mashup Markup Language (EMML). e)Describe your experience with development and integration with web enterprise portal technologies, specifically Liferay. f)Describe your experience with data manipulation technologies in the context of database systems integration and data standardization, aggregation, correlation, and adaptation. g)Describe your experience with developing, deploying, and maintaining widgets within the Ozone Widget Framework (OWF), Community Widget Framework (CWF), and any other widget frameworks. h)Describe percentage of employees possessing current valid Secret and Top Secret clearances. The preferred North American Industry Classification System (NAICS) Code for this work is 541511 Custom Computer Programming Services. Respondents can recommend an alternative NAICS code that corresponds to the capabilities presented in their response. The Government has not determined the contract type for this contemplated acquisition. Submissions should provide examples of quality of deliverables provided. Contractors will be required to support a minimum of a Secret security clearance for all personnel that expect to visit Government facilities, and a Top Secret clearance for one developer/engineer, preferably the lead engineer. Submissions must address the ability and experience to perform the tasks associated with the requirements stated in the above criteria/ Submissions must be received by 10 November 2011, 8am Eastern Standard Time, and should not exceed more than 10 pages (one-sided), single spaced, 11-point type with at least a one-inch margins. Please include your company's name, point of contact, address, phone number, DUNS number, CAGE Code, Tax ID, and business size under the NAICS code. Responses to the RFI will not be returned. Responders are advised that the Government will not pay for any information or administrative cost incurred in response to this announcement. Responders to this announcement are solely responsible for all expenses associated with responding to this RFI. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All Government and contractor personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. All questions and answers will be made available in a FAQ format via an amendment to this RFI. HARD COPY or FACSIMILE SUBMISSIONS WILL NOT BE ACCEPTED. Cover letters and extraneous materials (brochures, etc.) will not be considered.
