Description
Enterprise Land Mobile Multi-Band Radio Subscriber Units (SU) radios to be used as part of an Enterprise Land Mobile Radio (E-LMR) system for the United States Marine Corps (USMC). The main purpose of the E-LMR system is to provide reliable communications capability for first responders and mission-essential personnel at USMC bases, posts or stations (BPSs); ranges; and related service areas worldwide. All SUs shall satisfy all performance specifications across the entirety of each of the following three frequency bands using a single physical SU device: (a) combined federal and non-federal VHF bands (138-174 MHz), (b) combined DoD, federal and non-federal UHF bands (380-512 MHz) and (c) non-federal UHF bands (764-869 MHz). The SUs shall be compliant with the Project 25 (P25) suite of standards that are: (a) approved by the Association of Public-Safety Communications Officials International (APCO) and (b) published as the Telecommunications Industry Association (TIA) 102 series of standards and bulletins as well as all applicable Department of Defense (DoD) information assurance (IA), joint interoperability and spectrum utilization requirements for non-tactical systems. All SUs, accessories and ancillary devices are expected to consist of commercial-off-the-shelf (COTS) items. Certain incidental but integral services are also included in this performance specification. Any E-LMR system to which the SUs will connect also shall be compliant with the TIA-102 series of standards and bulletins. The E-LMR system will consist of one or more RF subsystems (RFSSs) and end-systems (ESs) from one or more original equipment manufacturers (OEMs). All SUs shall support narrowband trunked, conventional and simplex operations in both clear and encrypted voice modes as well as mobile data services. The Government anticipates awarding one Indefinite Delivery Indefinite Quantity (IDIQ) contract based on the Lowest Price Technically Acceptable (LPTA) offer recieved. The contemplated IDIQ contract will procure a minimum guaranteed amount of 300 portable SU's during the base period of the IDIQ. There are no other guarantees. The estimated maximum amount over a five year period via Firm Fixed Price (FFP) Delivery Orders is $50,000,000.00. The solicitation will be issued without further notice and will be available on this (FBO) website. The subject procurement will be full and open competition.
