Description
Sole Source Justification The Federal Bureau of Investigation (FBI) intends to negotiate a sole source award in accordance with Federal Acquisition Regulations (FAR) Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, 41 U.S.C. 253(c)(1). The FBI intends to award a non-competitive contract to AB Sciex, Inc., 110 Marsh Drive, Foster City, CA 94404 for base, plus four option years maintenance service agreement. The Laboratory Division utilizes AB Sciex instrumentation throughout the chemistry analytical process. As this equipment is manufactured by AB Sciex, they are the only authorized vendor that can perform preventative maintenance visits and routine service on the instruments. The cost to replace existing equipment manufactured by another vendor is significant and is not in the best interest of the government. Additionally, AB Sciex is the only provider of custom boards and parts for the mass spectrometers. This equipment has been identified as critical equipment, which means that annual preventative maintenance visits are required in order to be compliant with accreditation and FBI Quality Assurance Standards. The required performance testing and validation studies are the basis for quality assurance parameters and interpretation guidelines that are part of the LD quality system. This Notice of Intent is not a request for competitive quotations, however interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 4:00 PM, EST, Friday, November 11, 2011, via e-mail to the contracting officer Kathleen Jones, Kathleen.jones@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All contractors anticipating award, must be registered in the Central Contractor Registration (CCR) Database.
