SOURCES SOUGHT: THIS IS ONLY A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), 8(a) certified Small Business concerns, Woman-Owned Small Business concerns or Small Business concerns. The applicable North American Industry Classification System (NAICS) code is 238220, with a small business size standard $14M Million. This industry is primarily engaged in installing and SERVICING plumbing, heating and air-conditioning equipment. The U.S. Coast Guard is seeking Interested Vendors with successful past performance, current relevant experience, personnel, equipment, capability and applicable licensing required to perform routine scheduled maintenance on Residential/Light Commercial/Commercial grade Heating, Ventilating and Air Conditioning (HVAC) and Kitchen exhaust hood systems and equipment at approximately 6 USCG facilities on Long Island, New York. These facilities are part of USCG Sector Long Island Sound within the USCG First District (New England area). The intent of the contract is to maintain or improve the reliability and efficiency of the equipment at each facility, using experienced trades personnel who will become familiar with the operating characteristics of the equipment installed. In addition to performing routine maintenance, the selected contractor will also be required to respond to emergency service calls (be on site within 4 hours), and also may be contacted to perform routine repairs if necessary. The equipment requiring maintenance/service is a mix of standard HVAC equipment normally found in commercial facilities, and includes: air cooled condensers, fan coil units, air handling units, unitary air conditioning systems, air cooled chillers, hot water and steam boilers, hot water heaters (oil and gas fired), kitchen ventilation equipment, including exhaust hoods supply air fans, ducts, and kitchen exhaust hood fire suppression systems. Depending on the responses received to this notice, the CG may consider separating these facilities into (2) geographically oriented groups (Group 1: East Long Island; Group 2: West Long Island). The current preference is for one contract. The buildings included in this requirement have an approximate area of 125,600 SF, and are valued at $32.5 million. The facilities include (town or municipality noted in parentheses): Sta Montauk (Montauk), Sta Shinnecock (Hampton Bays), Sector Field Office (SFO) Moriches (East Moriches), Sta Fire Island (Babylon), Sta Jones Beach (Freeport), Sta Eaton's Neck (Northport). It is anticipated that the Coast Guard will make a single award (or 2 awards if geographically separated) for a base period of performance, with up to 4 Optional periods for continued performance (for a total of 5 years). The total estimated value of the procurement is between $250,000 and $500,000. Service Contract Act wage rates are applicable. Interested firms are encouraged to submit a Letter of Interest/Qualifications that include the following: (a) a positive statement of your intent to submit a bid for this solicitation as prime contractor (include your DUNS number); (b) a statement identifying your certified small business designation; (c) corporate organization structure, number of full time/part time employees, corporate biography; (d) organizational structure that will be mobilized to serve the needs of this contract. (e.g., simple box/organizational chart); (e) evidence of successful past performance/ experience in the following areas (1) HVAC and (2) Kitchen exhaust hood and fire suppression systems maintenance for distributed/small facilities, including direct experience with the equipment listed above to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers. In particular, information on service performed in the vicinity of the CG facilities noted is desired. Personnel performing maintenance or service repairs shall be experienced in the repair of the systems/equipment which they are directed to service. Licensed electricians shall perform electrical work; licensed pipefitters shall perform work on propane or gas piping systems; other work requiring a license shall be performed by trade professionals licensed by the State of New York. Your response is required no later than 15 November 2011 All information requested above must be submitted in sufficient detail in order for the CG to make a determination as to the applicable set-aside and the number of contracts to be awarded.
