Description
The following questions were submitted for the subject white paper request. The responses are provided. The Response Date remains 18 November 2011. The Army Geospatial Center (AGC) POC is Amy Cole, email is Amy.Cole@usace.army.mil and Contracting Officer is Maria Martinez, email is Maria.L.Martinez@usace.army.mil. Questions and Responses W5J9CQ-12-R-0002G Question 1: What are the historical cost bench marks? Or Do you have a specific budget for this project? Response 1: We don't have any historical cost bench marks as each project is unique and I am not able to provide information on a specific budget for this project. I have calculated the contracting manpower equivalent (CME) for the project to be approximately 1.0. The CME is calculated by dividing the estimated number of labor hours needed to complete the research by 2080. The hours required to complete the research takes into consideration all members of the research team (e.g., senior scientists, entry-level contributors, etc.). If more (or less) time is required you are encouraged to provide an explanation to support your proposed effort. Question 2: Should travel costs be included in the cost? If included, can you provide an estimated number of trips and destinations? Response 2: Yes, the travel costs should be included in the estimated budget for the project. Because ARI is open to different approaches to meeting the stated objectives (thus the general nature of the request), the number of trips needed to complete the work will vary with the type of work proposed. ARI would prefer a visit to Leavenworth to kickoff and closeout the contract (i.e., 2 visits to Leavenworth). As stated above, additional trips (e.g., to collect data) will be based on your proposed approach. Question 3. Can the contractor substitute online or virtual meeting systems to control costs? Response 3: This may be appropriate in some situations; but, in general, face-to-face meetings are preferred - especially for data collection events. Question 4: What are the specific tasks associated with the project? Response 4: Specific tasks have not yet been specified for this project. As stated in #2 ARI welcomes many different approaches to meeting the stated objectives. It is up to you and your research team to determine the best scientific approach for gathering the information needed to (1) answer the proposed questions (i.e., what skills facilitate socio-cultural systems thinking) and (2) develop a set of practice exercises. Question 5: Are there any specific skills or education requirements for the personnel assigned to the project? Response 5: Again, this will depend on the work proposed. Your research team should include individuals with the expertise needed to complete the work you propose. Question 6. Is there anything we can submit beyond what is noted in the solicitation or beyond the 5 pages? Response: No. Question 7: Is corporate experience examples included in the 5-page limit? Response: No, corporate experiences are not included in the 5-page limit. Question 8. Is there a minimum number of corporate experience examples that must be submitted? Response 8: There is no minimum. However, you should demonstrate experience relevant to the proposed work; and, as stated in the BAA, you are encouraged to include "up to three examples." Question 9. Can the contractor substitute personal experience (along with references) for corporate experience? Response 9: You need to document experience relevant to the proposed work, whether that is corporate or personal. Questions / Response are also provided as an attachment.
