- attachment 7 - current FEMA locations award approval request consolidated name check cheet Name check sheet DOL WDs terms and conditions SOW SF 1449 This is a combined solicititation/synopsis for commercially available Emergency Guard services in the state of NC in accordance with the attached terms and conditions. The Department of Homeland Security (DHS), Federal Protective Service (FPS) is soliciting local small businesses in order to satisfy this requirement. In accordance with FAR 52.226-4, in order to be eligible for award, the vendor must be physically located in the state of NC. Due to the emergent need for these services all quotes are due by 4:00 P.M. Eastern Time on November 1, 2011. Interested vendors meeting the requirements of the solicitation shall submit a quote using attachment 7, describing how the company intends to staff this requirement. The staffing plan is considered to be significantly more important than price.
