Description
The purpose of this modification is to: (1) Incorporate additional information for the following focus area for FY12: 3.1: Understanding the Operational Environment (Nation-state); (2) Changing the FY12 recommended dates for white papers for this topic area only (3.1.2 - Evolutionary Operational Environment Algorithms). (1) Insert the following topic area under I. Funding Opportunity Description, Section 3.1 Understanding the Operational Environment (Nation-state): 3.1.2 Evolutionary Operational Environment Algorithms The objective of this effort is to research and develop an N-party (e.g. coalition, multi-party negotiation, etc.) gaming capability that will be layered on top of the other NOEM modules. The NOEM, or National Operational Environment Model, is a Strategic Analysis/Assessment tool that provides insight into the complex state space of a nation state's operational environment as well as an understanding of socio-cultural / behavior aspects of individuals, groups and organizations that interact with each other and within the environment. This new effort must support one or more interest groups and play out both their interactions/strategies between each other (whom should they team and not team with) and the populace (via the populace module). The idea is that each group has a set of strategic goals and will take action based on available resources as well as the perceived cost/benefit (utility) of their actions. These groups may cooperate and maintain relationships with other groups in a NOEM model, as well as interact with the operational environment. This capability will allow users to investigate the evolving strategies of each group based on the dynamic conditions in the environment simulated by the NOEM. Examples of various interest groups include political entities, coalition forces, indigenous forces, non-governmental organizations (NGOs), and insurgent forces. Potential scenarios (e.g., insurgency, protests, military coups, etc.) must be developed to explore possible actions and test its robustness. The developer must work closely with the intended user community to ensure the proposed scenarios are realistic and operationally relevant.
