Description
This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2). Contracts awarded in response to this BAA are considered to be the result of full and open competition and in full compliance with the use of competitive procedures IAW FAR 6.102(d)(2)(i). Proposals received in response to a BAA are evaluated IAW FAR 35.016 and the terms and conditions of the BAA through a peer review process. Under the PEO STRI Broad Agency Announcement for the Test Resource Management Center, Office of the Secretary of Defense, Test and Evaluation/Science and Technology (T&E/S&T) Program Office, has a requirement to research, develop and verify innovative test and evaluation (T&E) systems for the advanced development of the technologies required to support T&E for the Directed Energy Test (DET) Science & Technology (S&T) Test Technology Area. As part of a survey of its T&E Infrastructure, the Department of Defense (DOD) has identified the need to develop, validate, and design the Probabilistic Reflection Injury Model (PRIM) project to produce a probabilistic dynamic bi-directional reflectance distribution function (BRDF) model, based on measurements, with both deterministic and stochastic components. These improvements will provide the T&E community with a methodology to model the dynamic BRDF behavior of target materials and calculate the resulting probability of injury or damage, and to incorporate this methodology into an analysis tool that determines hazard zones for simulated test scenarios.
