Description
THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Environmental Protection Agency (EPA) is conducting this ?market search? to determine the capabilities of potential small business sources in preparation for a future procurement. Information submitted in response to this notice is merely used for internal market research purposes and no feedback will be offered to the interested parties that submit capability statements. The EPA Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL) has a requirement for a contractor to provide technical quality system and statistical support to the NRMRL, other ORD Laboratories or Centers, other Program Offices, or Regions in the following support areas: ?Document and Product Reviews,?Activity Reviews,?Technical Quality System and Statistical Support The successful contractor shall provide all necessary labor, materials, services, equipment and facilities in support of the efforts delineated by the draft Performance Work Statement (PWS). A draft PWS can be obtained from the OAM website, http:www.epa.gov/oam/cinn_cmd/. Specific areas to be addressed in capability packages submitted by respondents are as follows: 1) the review of research quality planning documents and research products for compliance with quality requirements and statistical appropriateness; 2) the performance of audits (e.g., technical systems audits, quality systems audits) to determine compliance with quality requirements; 3) the development, review, or modification of quality documentation for programs or projects; the development of quality training materials and tools (e.g., web-based); environmental data review and validation; statistical support related to experimental design, data analysis, and decision analysis; the performance of statistica l and/or modeling studies/projects to support EPA programs or projects which may involve the collection of secondary data and preparation of a QAPP; and 4) the ability to handle the anticipated volume of reviews, audits, and labor hours. It is anticipated that the scope of this contract will involve approximately 150 document reviews, 30 audits, and 4500 labor hours annually. It is anticipated that the contract will be a performance-based indefinite delivery/indefinite quantity task order contract. Task orders may be issued on a firm-fixed-price or time-and-materials basis. On rare occasions task orders may be issued on a cost plus fixed fee (CPFF), level of effort, completion or term basis. The performance period for the contract will be five years. The applicable NAICS code is 541620 (Environmental Consulting Services) with a size standard of $7 million in annual receipts. ANY INTERESTED SMALL BUSINESS should submit a capability statement which clearly demonstrates their capabilities to perform the key requirements described above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capabilities statements, contractors should provide their size status for the above referenced NAICS, (i.e. large, small) and whether or not they are a certified hubzone, 8(a), women-owned, small disadvantaged and/or disabled veteran owned concern. As a reminder, small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel (FAR 52.219-14). The EPA reserves the right to set this action aside for small businesses. Responses to the above should be submitted to growney.matthew@epa.gov no later than 15 calendar days from the date of posting. A separate synopsis will be issued in advance of any Request for Proposal (RFP).
