- SSA-RFQ-12-1078 ACTION CODE: COMBINED SYNOPSIS SOLICITATION POSTED DATE: 11/03/2011 RESPONSE DATE 11/14/2011 ARCHIVING POLICY 15 Days ARCHIVE DATE: Synopsis/Solicitation will be archived on 11/29/2011 ORIGINAL SET ASIDE: 70 -- General purpose information technology equipment NAICS CODE: 511210 SOFTWARE PUBLISHERS SYNOPSIS/SOLICITATION NUMBER: SSA-RFQ-12-1078 •(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. •(ii) This solicitation is a request for quotation (RFQ). •(iii) This solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular 2005-53. •(iv) This acquisition is being set aside 100% for small businesses, under the NACIS code 511210, SOFTWARE PUBLISHERS, which currently has a size standard of $25 million. •(v) A complete list of the contract line item numbers, items, quantities, and units of measure (including options) is included in the attachment(s). •(vi) The Social Security Administration has a requirement for a web based solution to provide real-time access to agents in the field about a variety of investigative data that will be used to identify persons with a history of violence or other issues, such as gun ownership or outstanding warrants. A complete description of the requirement is included in the attachment(s). •(vii) The required delivery date is 10 days after award. Electronic delivery is anticipated for most, if not all items. Any physical deliveries are due FOB DESTINATION at SSA Headquarters, Office of Inspector General, Office of Technology and Resource Management, 6401 Security Blvd, Baltimore, MD 21235. •(viii) The provision at FAR 52.212-1 "Instructions to Offerors-Commercial" applies to this acquisitions. A complete text of the Instructions to Offerors is included in the attachment(s). •(ix) This acquisition will be conducted as a "Best Value/Trade-Off" acquisition A complete description of the Evaluation Criteria is included in the attachment(s). •(x) A completed copy of the representations and certifications at FAR 52.212-3 "Offeror Representations and Certifications Commercial Items (May 2011)" is required as part of the quote. A complete text of all the required Representations and Certifications is included in the attachment(s). •(xi) FAR 52.212-4 "Contract Terms and Conditions-Commercial Items (June 2010) applies to this acquisitions, and a complete text of the clause is included in the attachment(s). •(xii) FAR 52.212-5 " Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items (August 2001) applies to this acquisition. A complete text of this clause is included in the attachment(s). •(xiii) All additional contract requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices are included in the attachment(s). •(xiv) The Defense Priorities and Allocations System (DPAS) is Not Applicable. •(xv) Due date and time: 11/14/2011 3:00 PM EST •(xvi) Any communications regarding this acquisition must be made in writing and forwarded to Aminta Freeman via email at Aminta.Freeman@ssa.gov, and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. Offerors will be responsible for obtaining related amendments to this solicitation, if any, from www.fbo.gov. It is the responsibility of each potential offeror, to monitor www.fbo.gov for any amendments or other information related to this solicitation. Note to Offerors: The following extensions are not permitted to be sent within SSA's E-mail system: asx, bat, chm, cmd, com, cpl, eml, exe, gz, hta, htm, html, job, js, jse, lnk, mp3, mpeg, ocx pif, reg, scr, shb, shs, vbe, vbs wmd, wmv, wmx, wsf and wsh.
