- This acquisition is being issued in accordance with FAR Subpart 13.5, under the Test Program. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation N00104-12-Q-Q166 is issued as a Request for Quote (RFQ). The solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-48. This RFQ, N00104-12-Q-Q166, is for the maintenance renewal of Product Lifecycle Management software suite for a period of one year. The PLM software suite consists of Siemens, Striker Systems and Job Pack software manufacturers. The Period of Performance is from 10/1/2011 “ 9/30/2011. A reinstatement fee, if applicable, will be separately annotated on the order as a priced item or a not separately priced item. This RFQ is issued as an unrestricted acquisition. The North American Industrial Classification System number is 511210. This requirement will satisfy the Norfolk, Pearl Harbor, Portsmouth and Puget Sound Naval Shipyards (shipyards). Attached is an Excel spreadsheet of the software listing, part numbers and descriptions for each shipyard. Please use this spreadsheet as a pricing tool for quote submissions (quote on all four pages). Also, attached is the Brand Name Justification. Award will be Firm-Fixed Price order. The vendor shall quote ALL items to be eligible for award. INSTRUCTIONS FOR SUBMISSION OF QUOTATIONS: Quote submissions are due no later than 5:00 PM Eastern, 11 Nov 2011, and shall be valid for 30 days.
