Description
This sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. The US Army Contracting Command, National Capital Region (ACC-NCR) at Hoffman, on behalf of the Program Executive Office-Enterprise Information Systems (PEO-EIS), Program Director for Force Management System (PD FMS), intends to procure Force Management System operation, maintenance, and sustainment using small business set-aside procedures in accordance with FAR Part 19 or under full and open competitive procedures. If at least two small business concerns are determined by the Government to be capable of performing this requirement based on the evaluation of the capability packages submitted by Thursday, 17 November 2011 at 6:00 PM EST, the requirement will be solicited as a 100% set-aside for small business concerns in accordance with FAR Part 19. If capability packages are not received from at least two responsible small business concerns in accordance with FAR Part 19 by the response date, or if the Government determines that no small business concerns in accordance with FAR Part 19 are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under full and open competitive procedures. Only small businesses are to submit capability packages. Interested small business concerns in NAICS code 541512, Computer Systems Design Services, with a size standard of $25 million dollars are encouraged to submit their capability packages. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the areas specified in the PWS. Capability packages must not exceed 10 pages and must be submitted electronically. All contractor questions must be submitted no later than Wednesday, 16 November 2011 at 10:00 AM EST. The Force Management community creates, stores, and processes data for U.S. Army Force Structure Management, operations planning and execution, and resource prioritization and management. The FMS uses an integrated database. Force Management includes identification of materiel and personnel skills and doctrine, and the structure decisions on the quantity and organizational structure of materiel and personnel skills for the Army. Small business concerns are to outline their capabilities and experiences by addressing the following questions: 1) Does the vendor have the capability to develop according to CMMI Level III processes? 2) Does the vendor have the ability to provide Key Personnel with the appropriate experience and security clearance? 3) Can the vendor provide data/system administration system engineering, and network management in the complex, multi-domain, such as or similar to Army LandWarNet? 4) Does the vendor have the experience to sustain and enhance the Force Management System (FMS) application? 5) Does the contractor have demonstrated experience and/or knowledge at the IA Management Level or Technical Level II/III that will allow them to provide a complete Information Assurance program per DoD and Army policies and regulations Information Assurance program? 6) Does the vendor have the requested knowledge, skills, and abilities to obtain Certification and Accreditation, Networthiness Certification, and to develop and maintain the appropriate DoD Information Assurance Certification and Accreditation Process (DIACAP) artifacts? Areas or tasks where the vendor does not have prior experience should be annotated as such. To assist us in maintaining a list of interested small business concerns for this potential procurement, please provide your company's name, point of contact (POC), address, phone number, and business size under the above NAICS code to Grant Njoku, Contract Specialist, for this procurement. A cost plus fixed fee contract is anticipated. The anticipated period of performance will be one base year, two (2) one-year option periods, and one six-month option period (in accordance with FAR 52.217-8 - Option to Extend Services). The majority of the work (except installation, maintenance, and testing) will be performed at the contractor's. At the Government's discretion, some or all of the work may be performed at a Government facility. Vendor personnel will require a current secret clearance. A written Request for Proposal (RFP) will be posted on at a later date. No solicitation mailing list will be compiled. Vendors are responsible for all costs for submitting their capability packages.
