Schwartz, Contract Specialist, (443) 861-4621. william.m.schwartz.civ@mail.mil; william.m.schwartz@us.army.mil Army Contracting Command 6001 Combat Drive Aberdeen Proving Ground, Maryland 21005 This is a Market Survey to identify sources for quantity ten (10) of commercial-off-the-shelf portable thermal binoculars meeting or exceeding the following performance parameters (the technology must be exportable to NATO), and associated operator training to be performed in the destination country: Thermal imaging performance: Sensor type 640 x 480 pixels Variable Field of View ranging from 3 deg horizontal x 2 deg vertical (or less) to 12 deg horizontal x 10.0 deg vertical (or more) Continuous Zoom to 3x or more Dual Spectral band 3-5, 8-12 um The system shall include: Global Positioning System (GPS) Digital Magnetic Compass Laser Rangefinder (LRF), range > 5 km The system shall: Be capable of video output in one or more formats Be able store and download images. Continuously operate on one set of batteries for at least 2 hours. Be ruggedized and be operable between -15 deg C and 40 deg C. Weigh 7kg or less. Training: Sources are sought for preparation and conduct of operator training. A training package will be delivered that consists of operator manuals in contractor or manufacturer format, a lesson plan, and a glossary of device technical terms translated into Simple English, also known as Basic English. Operator instruction in all device functions will take place for a maximum of 30 students. At a minimum, training aids for the instruction will be the devices themselves and the glossary. Training will take place in the customer country (Lithuania). The conduct of training will be in Simple English, except for the technical vocabulary. The Government will not pay for any information received or costs incurred in preparing the response to the request for quotes. Therefore any cost associated with the response is solely at the interested vendor's expense. All responses to this request for quotes must be received by 24 November 2011 at 5:00 PM ET.
