- The US Army Medical Research Acquisition Activity proposes to award to Diagnostica Stago Inc, 5 Century Drive, Suite 1, Parsippany, NJ 07054, on a sole source basis, a firm fixed price contract to provide reagents, test cuvettes, and supplies compatible with Diagnostica Stago Start-4 whole blood coagulation analyzer located at the United States Army Institute of Surgical Research, Fort Sam Houston, TX. Diagnostica is the sole manufacturer of the compatible supplies. Competing this requirement, and awarding to another source would result in obtaining incompatible supplies. This process would also compromise the integrity of ongoing research. Solicitation No. W81XWH-12-T-0057 will be issued on or about December 01, 2011 and proposals will be due on or about December 05, 2011. This procurement shall be under other than full and open competition procedures in accordance with FAR 6.302-1. This requirement is reserved for small businesses. The North American Industry Classification System code for this procurement is 339112 with a size standard of 500 employees. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source is capable of meeting the Government's requirement and that competition of the requirement would be advantageous to the Government. All responsible sources may submit a capability statement and quotation, which shall be considered by the agency. After the publication of this announcement for fifteen (15) days, solicitation W81XWH-12-T-0057 will be posted for three days. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the Central Contractor Registration (CCR) database.
