Description
The Bureau of Reclamation awarded a Public Law 93-638 construction cooperative agreement to the White Mountain Apache Tribe on September 30, 2011. The Tribe will soon be soliciting for engineering services for design as noted below. The Bureau of Reclamation is assisting the Tribe in finding interested engineering companies to perform these services via this "sources sought" announcement. ALL CONTACTS/INQUIRIES ARE TO BE MADE TO THE TRIBE AS NOTED BELOW. Pursuant to the provisions of the White Mountain Apache Tribe Water Rights Quantification Act of 2010 (Public Law 111-291), the White Mountain Apache Tribe will be soliciting qualifications and proposals for engineering services associated with the design of the White Mountain Apache Rural Water System ($125 to $150 million construction value). Required services will include feasibility-level (30%) design and field investigations of the following three components: (1) a roller compacted concrete dam approximately 160 foot high with a crest width of about 450 feet, including diversion during construction, spillway, outlet works and a technical evaluation for the potential of hydroelectric power generation; (2) a 12.4 mgd water treatment plant for municipal purposes; and (3) a 60 mile long water transmission system, including pipelines, pump stations, and storage tanks. Design services will be solicited and awarded using a Two-Phase selection process: - Interested Phase 1 offerors shall submit information on their company's experience, key personnel, and general technical approach to the project requirements. Phase 1 will conclude with selection of up to three firms considered most qualified for each of the three components listed above. Successful offerors may be awarded non-competitive "follow-on" contracts for final designs and construction-related services. - A Phase 2 Request for Proposal (RFP) will be solicited from successful Phase I firms, which shall describe proposed Technical Approaches in more detail, further define Key Personnel and provide pricing to permit selection of offerors with the best qualifications and value to the Tribe.
