Description
REQUEST FOR INFORMATION for the Flight Data Acquisition Unit (FDAU) for the HC-130H aircraft. This is NOT a request for proposals. This is a request for information only and no contract will be awarded based on responses to this announcement. The USCG Aviation Logistics Center (ALC) is seeking information from businesses that can provide the Digital Flight Data Acquisition Unit (DFDAU) for the upgrade of the existing Flight Data Acquisition Unit (FDAU) software on the HC-130H utilizing technologies offered by the Original Equipment Manufacturer (OEM), Teledyne Controls, Cage Code 98571, 501 Continental Blvd., El Segundo, CA 90245. BACKGROUND: The USCG Aviation Logistics Center (ALC) Flight Safety Office has outfitted the HC-130H and HU-25 aircraft with a Digital Flight Data Acquisition Unit (DFDAU). The DFDAU is a device that captures and processes various aircraft parameter information such as discrete, digital and analog data. This data is then output in a single data stream to the Voice/Flight Data Recorder (VFDR). The HC-130H will be undergoing, in 2012, an Avionics First Phase Upgrade (A1U) that will remove a significant number of the existing aircraft systems that are supplying data to the DFDAU. These aircraft systems will be replaced with newer, more efficient and information abundant systems. As a result of these changes, the current FDAU software for the HC-130H will no longer work on those modified aircraft. Therefore, the FDAU will require a software modification that will add a configuration for the HC-130H modified with A1U. INFORMATION REQUESTED: The USCG is seeking information from Original Equipment Manufacturers (OEM) that can provide the aircraft parameter configuration for the HC-130H equipped with a Teledyne DFDAU. This configuration will reside alongside the existing two configurations without corrupting either. Since the HC-130H is undergoing an Avionics upgrade, a number of reporting systems will be replaced. To capture these new systems, a new aircraft parameter configuration is required and loaded into the existing DFDAU. Nomenclature: Digital Flight Data Acquisition Unit Part Numbers: P/N: 2233000-936 Original Equipment Manufacturer: Teledyne Controls, Cage Code 98571 Responses to this notice should include company name, address, telephone number, point of contact (POC), cage code and CCR small business self certification for NAIC 334511 along with product information for Digital Flight Data Acquisition Unit which will allow the USCG to understand your full capabilities. Please respond to the following questions: (1) Is your business a large or small business? (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified "hub zone" firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran-Owned? (7) Are your services listed on a GSA schedule? (8) Do you have other government agencies using your overhaul facility, and if so which agencies, provide point of contacts and contract numbers. All companies that can meet the specifications are encouraged to provide a capability statement, company literature, brochures, and/or any other information that demonstrates that the specifications can be met.
