- The Internal Revenue Service (IRS) Midstates Procurement Branch intends to issue a Purchase Order on a sole source basis with Pinnacle Towers LLC. Pinnacle Towers LLC is the only vendor able to provide radio antenna service in the Des Moines, Iowa, Wichita, KS, and Omaha, NB regions adequately enough to support agency transmissions. This notice is neither a request for proposal nor a solicitation of offers. Based on the requirements of this Solicitation, the Government intends to solicit and award with one source under the authority of FAR 13.106-1(b)(1). A determination by the Government not to compete this proposed requirement, on a full and open competitive basis upon receipt of responses to this notice, is solely within the discretion of the Government. No formal solicitation package is available.
