Description
The U.S. Food and Drug Administration intends to negotiate and award on a sole source basis to NTELX, Inc, under the authority 41 U.S.C. 253(c) (1), as set forth in FAR 6.302-1. This acquisition is in support of the Predictive Risk - Based Evaluation for Dynamic Import Compliance Targeting (PREDICT) system. PREDICT is an analytical tool that applies risk based targeting rules to import entry lines for which FDA must make admissibility decisions each year on regulated products. The risk scoring supports FDA's mission by helping to identify regulated products that may be more volatile, thus improving FDA's ability to protect health. Specific NTELX software modules allow FDA to input and extract information into a proprietary relational database that provides the baseline architecture for the capture, aggregation, and representation of data pertaining to entry lines that will be profiled to encompass all FDA regulated products and all ports of entry. FDA has a perpetual license. The purpose of this requirement is to obtain continued software maintenance for the FDanalyzer, FDfusion, FDmonitor, and FDauditor modules to include technical support, software updates, and software upgrades. The period of performance for the annual maintenance is one year with up to 4 one-year option periods. NTELX developed, built, and are currently maintaining PREDICT and there are no resellers or 3rd parties that can provide these services. There are no other sources that can provide maintenance for this software. The NAICS code is 541519 and the size standard is $25M. This notice is not a request for competitive quotations. However, any firm that believes it can meet these requirements may submit a written response via email to Danielle Pena at the email address below by 5:00 PM Eastern Time on December 6, 2011. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Information received will be considered; however, a determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government. If no responses are received, the FDA will proceed with the sole source award to NTELX, 1945 Old Gallows Rd, Suite 700, Vienna, VA 22182. The anticipated award date of this order is around December 21, 2011. No collect calls will be accepted.
