- The National Institute on Drug Abuse, Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a sole source, noncompetitive basis to Illumina, Inc., 9885 Towne Centre Drive, San Diego, CA 92121-1975 for the purchase of Fifty-Three (53) units of the HumanExome BeadChip (48 samples), Part Number WG-353-1001-PRE, four (4) units of the HumanOmni2.5-8v1 DNA Analysis BeadChip (96 samples), Part Number WG-311-2513 and two (2) units of the HumanOmni2.5-8v1 DNA Analysis BeadChip (16 samples), Part Number WG-311-2511. NIMH will use these DNA analyses tools to continue and expand on-going research projects. The Classification Code is 66 – Instruments and Laboratory Equipment and the North American Industry Classification Code is 334516 – Analytical Laboratory Instrument Manufacturing. The business size standard is 500 employees. NIMH will use these custom DNA analysis tools to analyze additional DNA samples collected for an on-going project that explores single nucleotide polymorphisms and copy number variants in the genome of patients with schizophrenia and healthy controls in diverse populations. These tools will also be used to expand on data that will replicate prior findings and add statistical power and strengthen the research findings. All the DNA analyses will be performed on the Illumina GA2 Analyzer which is already in operation in NIMH’s lab. Using Illumina beadchips, NIMH have already genotyped the majority of the genomic DNAs in the CBDB/GCAP Sibling Study, which is part of the Intramural Research Program (IRP) of the NIMH. NIMH will finish genotyping these samples using these beadchips. Through a consortium, Illumina has developed a comprehensive Exome array focusing on functionally relevant markers. This chip will enhance genome-wide association studies with high-value exonic content. The markers consist of 250,000 loci selected from more than 12,000 whole genome sequences and exome sequences. Another unique feature of this chip is that biological marker selection was based on functionally relevant SNPs (single nucleotide polymorphisms) which are >50% non-synonymous, >95% within coding regions, and >20% are at exome splice sites from a pooled dataset derived from diverse populations. In addition, Illumina HumanOmni2.58v1 DNA Analysis Beadchips contains millions of genome-wide common and rare variant alleles from the 1,000 Genomes Project to maximize its ability to detect new associations. NIMH have used this chip previously and the Omni2.5 beadchips provides unprecedented genome coverage for both single nucleotide polymorphisms (SNP) and copy number variant (CNV) analyses, while retaining industry data quality and standards as well as a simple workflow making these arrays the gold standard in GWAS analysis tool. These beadchips are proprietary to Illumina and no other manufacturer provides these chips with the specifications required to be seamlessly incorporated into NIMH’s current data analyses. These beadchips will allow NIMH to complete DNA analysis on additional samples added to their on-going DNA project which were previously analyzed using these beadchips The acquisition is being conducted under FAR Part 12-Acquisition for Commercial Items and will be made pursuant to the authority of FAR Subpart 13.5 Test Program for Commercial Items. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis by submitting a statement of capabilities on or before 10:00 AM E.T., November 25, 2011 to Korriise LaRoche, larochek@mail.nih.gov. All information furnished must be in writing and must contain sufficient detail to allow the NIDA/NIA to determine if it can meet the above unique specifications described herein. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NIDA, the vendor must be registered in the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov.
