- W912HN-12-R-0012 Fort Gordon $16.5M Hubzone SATOC for General Construction Single Award Task Order Contract (SATOC), for Design/Build or Construction-only type task orders for General Construction are expected to be issued with work primarily in Fort Gordon, Georgia ; however, work may also be performed at other Federal Facilities located within the geographic boundaries of the US Army Corps of Engineers South Atlantic Division (North Carolina, South Carolina, Georgia, Florida, Alabama, Mississippi.) Work may also be performed at other Federal Facilities outside the above-stated geographical boundary on an excepted basis as determined by the Contracting Officer. Task Orders issued under any resultant contract(s) will be Firm-Fixed Price and may be either of a Construction or Design/Build nature. A project requiring use of civil funds or otherwise termed "civil construction" is not authorized under this contract. For this procurement, it has been determined that competition will be limited to Hubzone firms and who submit evidence of bonding of 20% of contact capacity amount, which has been established at $16.5M. All other firms are deemed ineligible to submit offers. The life of the basic contract is for a base period of three (3) years with two (2) one-year option periods or $16.5 M ; whichever occurs first. The Government will use a best value Performance Price Trade-off (PPT) evaluation process in accordance with Federal Acquisition Regulation (FAR) Part 15.101-1. The order limitation of task orders shall range between $25K and $2M. Task orders issued under this SATOC will be firm-fixed price. Description of work: General Construction : New (vertical) construction of various building types, single or multi story, for general or specialized purposes (i.e., climate or security controlled facilities, training facilities), design-build or construction only; or renovation work to existing buildings - complete or phased renovation (renovation of one area while another area of the building is occupied and functioning). Most general construction projects would also include limited site work. Horizontal Construction : Design and/or construction only of new (horizontal) construction, and rehabilitation work of airport runways, taxiways, helipads, concrete aprons, athletic & running tracks, storm drainage, traffic & signalization, traffic control devices and traffic studies. Evaluation Criteria: The Government will use a Performance Price Trade-off (PPT) evaluation process in rendering the best value decision for award of this contract. For this solicitation and evaluation process, interested offerors will be required to submit performance and capability proposals in conjunction with a coefficient pricing schedule for review and consideration by the Government. The evaluation factors and their relative importance for this solicitation and evaluation process are as follows: Non-cost Factors: FACTOR 1: PAST PERFORMANCE: This factor is significantly more important than FACTOR 2. FACTOR 2: DESIGN EXPERIENCE. This factor is less important than FACTOR 1. PRICE: All non-cost factors, when combined, are equally important as Price.
