- NAICS Code: 334516 - The U.S. Environmental Protection Agency (EPA) National Enforcement Investigations Center (NEIC) intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) part 13, Simplified Acquisition Procedures to PerkinElmer Health Services, Inc. for the repair and service of four (4) PerkinElmer products. The resulting Purchase Order will include a one year period of performance. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that PerkinElmer Health Services is uniquely qualified to satisfy the Government?s requirements, as they have been the sole provider of these repair services, as the NEIC has purchased several pieces of instrumentation from PerkinElmer and held multiple service contracts with them over the past few years. PerkinElmer is the only company with access to the service data bulletins on the Optima 5300 DV, Elan DRCII and LC used at the NEIC to describe developing problems with the equipment and any subsequent reports or replacement parts that may be necessary. PerkinElmer service engineers are specifically trained on the instrument software systems, and have a complete understanding of the software and how it relates to the instrument?s use. Notwithstanding, any firm that believes it is capable of meeting EPA?s requirement as stated herein may request a copy of the Statement of Work and submit a capability statement, which if received by the response date of this announcement must provide evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
