- This is a SOURCES SOUGHT SYNOPSIS and is not a solicitation announcement. The purpose of this Sources Sought Notice is to gain knowledge of potential qualified Small Business firms. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions.The Bureau of Reclamation, DENVER Office, anticipates a future procurement for a Geotechnical Engineering expert to assist in the transition to MERL Lead course, train hands-on instructors, and present a three-day soil classification course. The Contractor shall have demonstrated experience and knowledge in the performance of the work described; Contractors must demonstrate expert knowledge in visual classification of soils, including: He/she should have direct experience providing at least 2 similar classes within the past 3 years. He/she must have experience on the following manuals and standards: USBR Laboratory Classification of Soils, Geotechnical Training Manual No.4 USBR Visual Classification of Soils, Geotechnical Training Manual No.5 USBR Soil Classification Hand Book, Geotechnical Training Manual No.6 USBR Engineering Geology Field Manual Volume I USBR Earth Manual Part 1 and 2 ASTM D 2487 Practice for Classification of Soils for Engineering Purposes (USCS) ASTM D 2488 Practice for Description and Identification of Soils (Visual-Manual Procedure The Contractor shall possess the following minimum education and work experience. Bachelors in Engineering with 20 years of professional experience. A minimum of 10 years of direct experience in the field of soil mechanics, and be familiar with a variety of the field's concepts, practices, and procedures. Expert Knowledge of construction practices related to difficult or problem soil conditions Knowledge of Reclamation historical construction control practices. Responses are requested with the following information, which shall not exceed a total of two pages. 1. Offerors' name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, or 8(a) shall be indicated on first page of submission. 3. Education and work experience. 4. Description of capability to perform the proposed course instruction. 5. Past performance/experience on projects of similar scope, describing no more than five (5) projects. 6. Knowledge of Reclamation historical construction control practices.
