- 12. The following have been changed in the Broad Agency Announcement Full Text Announcement: PROPOSAL DUE DATE AND TIME: Proposals will be due by 12:00 p.m., Mountain Standard Time (MST) on 03 January 2012. Proposals received after this due date and time shall be governed by the provisions of FAR 52.215-1(c)(3). 6. B e) Offerors are advised that data included in the technical and cost/business proposals submitted to the Government in response to this BAA will be released to Aerospace Corporation (a non-Government FFRDC) which is acting as technical advisors. 6. D a) Business Section: The business section should contain all business aspects to the proposed contract, such as type of contractual instrument, any exceptions to terms and conditions of the announcement any information not technically related, etc. Provide rationale for exceptions. As a goal, offerors are requested to keep the business section to 20 pages. Include the completed representations and certification and any specific representations and certification identified. 9. B. Support Contractors: The AFRL Space Vehicles (RV) Directorate has contracted for various business and staff support services, some of which require contractors to obtain administrative access to proprietary information submitted by other contractors. Administrative access is defined as "handling or having physical control over information for the sole purpose of accomplishing the administrative functions specified in the administrative support contract, which do not require the review, reading, or comprehension of the content of the information on the part of non-technical professionals assigned to accomplish the specified administrative tasks." These contractors have signed general non-disclosure agreements and organizational conflict of interest statements. The required administrative access will be granted to non-technical professionals. Examples of the administrative tasks performed include: a. Assembling and organizing information for R&D case files; b. Accessing library files for use by government personnel; and c. Handling and administration of proposals, contracts, contract funding and queries. Consent to administrative access is included in the representations and certifications (Attachment 3). Any objection to administrative access must be in writing to the Contracting Officer and shall include a detailed statement of the basis for the objection. All other conditions remain unchanged. 13. Additional FAQs have been added to the VDL.
