- PROGRAM DESCRIPTION: PEO STRI, Project Manager for Training Devices (PM TRADE) has a potential Foreign Military Sales (FMS) requirement to procure approximately a 2-company-size set of Multiple Integrated Laser Engagement System IWS (MILES- IWS) and associated hardware/equipment to supplement/enhance the existing Croatian Combat Training Center (CTC) capability. As a result of this potential requirement, Price and Availability (P&A) data for the following is requested: 1. IWS MILES and associated hardware/equipment: Quantity - Description 400 each - Miles IWS-MW-01 (New Croatian VHS-D Assault Rifle 5,56x45) 15 each - Miles IWS-MW-02 (M240 Kit) 10 each - Miles IWS-MW-03 (M249 Kit) 10 each - Miles M2K-VH-01 Independent Target System KIT/Wireless TVS Kit 8 each - Miles IWS-SM-01 Anti-Tank AT-4 10 each - Miles M2K-RQ-01 Controller Device/TDTD 10 each - Miles Control Device "KEYFOB" ("Pocket MILES") 35 each - Miles IWS-AC-01 Dry Fire Trigger (DFT) Assembly 25 each - Miles IWS-AC-02 MAJiK 4 each - Miles Automatic Simulator Alignment Fixture (ASAF-MILES 2000) 1 each - Miles IWS-AC-03 (MAARS Software) 1 each - Miles M2K-AC-05 (MEDSS KIT) 2 each - Miles Indirect Fire Hit Simulator The cost of form/fit trips to Croatia to integrate the weapon SATs on host weapons (if required) shall be included in the hardware prices. All MILES IWS hardware/equipment will be shipped using reusable transit cases. Cost of the transit cases shall be included in the hardware prices. The number of trips, duration, and number of people required for each form-fit trip shall be specified, if required. All labels and displays shall be in the English language. An informal 100% confidence/operational/functional test with the US Government IAW agreed upon contractor-provided test plan and test procedure and in a controlled test environment, will be conducted at Contractor facility and prior to DCMA I&A at origin. The US Government will be responsible for shipping of this hardware. Contractor will be required to coordinate with and provide required shipping documentation to the respective DCMA Transportation Officer. Hardware prices shall include a 14-month (which includes 2 months estimated shipping time) bumper-to-bumper warranty from time of acceptance covering latent defects and workmanship, any export/import licenses fees, and cost of shipping to/from country for items covered by the warranty. 2.New Equipment Training (NET) course/Demo. The NET shall be priced based on the following assumptions: 1. A five-day in-country New Equipment Training (NET) course in Croatia, in the English language, for up to 15 students. 2.Existing USA approved NET materials and coursework will be used. NET materials include student documentation / handouts, classroom instructions, and any presentation packages. 3.The five-day in-country NET shall include a limited demonstration of the IWS MILES hardware operation and use conducted at the conclusion of the NET course, to ensure that the students understand how to use the new equipment, and can operate the systems being fielded. 4.Inspection and Acceptance for the NET/Demo will be FOB Destination by PEOSTRI. A.General Information: 1)No drawings or ATWESS pyrotechnic cartridges for the indirect fire Hit simulator or the AT-4 system will be required under this potential procurement. 2)This procurement is anticipated to be a Firm Fixed Price (FFP) contract. 3)For pricing/estimating purposes, a contract award date of Mar 2012 should be used. 4)Estimated funding for this procurement is $2.6M. 5)Responses shall include estimated delivery after contract award date. 6)Responses should be based on existing U.S. Army approved and fielded MILES IWS hardware, Operator Maintenance manuals, and training materials/courses. 7)Interested parties are requested to provide a technical capability statement, in addition to the P&A data. The cover page should include company name, address, and points of contact including phone numbers and email addresses. Submissions shall be made using Microsoft Office applications. Submissions shall not exceed 5 pages, not including the cover page(s). Font shall not be smaller than industry standard word processor 10-point Times New Roman. 8)This is an all inclusive request.
