- FULL AND OPEN COMPETITION ACTION: The US Environmental Protection Agency (EPA) has a requirement for the National Health and Environmental Effects Research Laboratory, Environmental Public Health Division to provide professional and technical support for studies in the area of environmental epidemiology. The work shall include but not be limited to assisting EPA in planning, developing, designing, implementing, conducting, and reporting studies, as well as collecting, procuring, managing, and analyzing human and/or environmental data, and may include the collection, procurement, preparation, shipping, and analyzing of human biologic specimens and environmental samples. Air, water, and other environmental studies will be collected, tested, and evaluated for their potential association with adverse health effects. Pilot studies, including methods development and validation studies, will be conducted that will fill data gaps and build capacity to conduct larger studies. Other aspects of the contract will cover assisting EPA in conducting professional workshops, preparing protocols for institutional review boards (IRBs), including consent forms, convening IRBs, and convening expert panels to discuss pertinent environmental issues and to provide feedback and comment on scientific research. The contractor shall support the administration, management, and conduct of studies and workshops designed and executed by the EPA alone or in collaboration with other organizations. Specific details of the requirement will be outlined in the Statement of Work. The EPA anticipates the award of a cost plus fixed fee, level of effort term (work assignment contract) with a 60 month performance period consisting of a 12 month base period and four 12 month option periods. The estimated level-of effort is approximately 2,000 base hours plus approximately 22,500 optional hours for the base period and each of the four option periods. It is anticipated that the request for proposals (RFP) will be issued on or about January 23, 2012 and proposals will be due 30 days after the RFP issue date. EPA anticipates that a pre-proposal conference will be held on January 31, 2012 in Research Triangle Park, NC. EPA has determined that this solicitation will be issued under full and open competition. The applicable North American Industry Classification System (NAICS) Code is 541711 with a size standard of 500 employees or less.
