- This is a Pre-Solicitation Notice for National Incident Management System (NIMS) Training Services for the U.S. Coast Guard, Request for Proposal (RFP). The U.S. Coast Guard intends to establish one firm-fixed price five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract to procure NIMS Training Services for the U.S. Coast Guard (USCG), Force Readiness Command. All services and deliverables shall be in accordance with the corresponding Performance Work Statement (PWS). The associated North American Industrial Classification System (NAICS) code for this procurement is 611430 with a small business size standard of $7,000,000. This requirement will be a small business set-aside. This requirement will be satisfied using commercial acquisition procedures specified in FAR Part 12. This Pre-Solicitation Notice is issued for planning purposes only. This requirement is for NIMS classroom training and course development. The solicitation will consist of sixteen (16) CLINs per year for the aforementioned NIMS Training Services. This effort requires the Contractor to make available the following NIMS courses tailored to USCG personnel: ICS-310: Intermediate Incident Commander; ICS-320: Intermediate Incident Management Team; ICS-346/347/348: Advanced Situation, Demobilization and Resources Unit Leader; ICS-410: Advanced Incident Commander; ICS-412: Liaison Officer; ICS-413: Public Information Officer; ICS-414: Safety Officer; ICS-420: Advanced Incident Management Team; ICS-430/440: Advanced Operations and Planning Section Chief; ICS-450/460: Advanced Logistics and Finance Section Chief; and ICS-620: Area Command. This effort also requires the following support services for the development and maintenance of NIMS courses: Performance Analysis Support, Instructional Design, Technical Writing Services, and Project Management. Under this procurement, only one vendor will receive award. The IDIQ contract minimum guarantee is a total of one course. This Pre-Solicitation Notice does not constitute a Request for Proposal. Nor does its issuance restrict the U.S. Coast Guard's acquisition approach in any manner. A solicitation for this requirement will be posted on or around 27 December 2011.
