- The purpose of this sources sought is to identify potential sources and their capability of manufacturing the Quick Change Barrel (QCB) Kit; NSN: 1005-01-585-3101, Part Number: 13027964. The QCB Kit is used to convert a M2.50 Caliber FLEX Machine Gun to a M2A1 Machine Gun. Each QCB Kit includes Timing Lock Screw, Barrel Extension Assembly, Barrel Support, Breech Lock Set, Breech Lock Pin, Two Barrels, Two Barrel Handles, Two Flash Suppressors, Bolt Assembly, Sear Stop & Pin, Plain Knurled Nut, Headless Shoulder Pin, Spring Pin, and a Shim. Production of the QCB Kit encompasses, but is not limited to complex machining of parts,.50 Caliber barrel manufacturing processes including gun drilling and rifling, and protective finishes including manganese phosphate and chrome lining for gun barrels. Potential offerers will be required to maintain a higher lever quality system, such as ISO 9001 or an equivalent. Proof firing and acceptance test firing of the upgrade kit parts is required. The offeror will be required to have range facilities and be able to receive and properly secure M2A1 machine guns and ammunition provided by the Government to support test requirements. Offers must have adequate production facilities as well as storage and security. Storage and Security requirements are in accordance with DoD 5100.76-M, and the facility must be capable of passing a Defense Security System (DSS) survey. A First Article Test (FAT) is required, with a report submitted to the Government within 180 days after award. The QCB Kit is purchased to a Technical Data Package (TDP) which is classified as Distribution D. Distribution Statement D means distribution authorized to the Department of Defense (DOD) and U.S. DOD contractors only. The TDP contains technical data whose export is restricted by the Arms Export Control Act, (Title 22, U.S.C., Section 2751 et seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., app 2401, et seq. Violations of these export laws are subject to severe criminal penalties. Planned Acquisition: A Firm-Fixed Price 4-year Indefinite Delivery-Indefinite Quantity (IDIQ) contract is contemplated for this effort. The Army anticipates a delivery requirement up to 750 QCB Kits per month. Multiple award delivery order contracts are under consideration. Submission Information: Interested firms who believe they are capable of manufacturing the QCB Kit are invited to indicate their interest by providing the Government a brief summary of their company's capabilities, facilities, personnel and past manufacturing experience. Include potential monthly production capabilities, and FAT and delivery lead times in your responses. Please respond no later than 20 January 2012 and identify the QCB Kit Sources Sought/Market Research as the subject of your response.
