- Description
- The listed capabilities below must be installed with commensurate FAA approval documentation in an aircraft to support a performance commencing on June 1, 2012 at Santa Maria, CA. The air attack platform shall be a high wing multi engine aircraft with enhanced performance capable of at least 700 horsepower per engine. The engines shall be turbine. Single engine climb performance of a minimum requirement of 250 KTAS, below 18,000 feet pressure altitude, ISA +10 degrees C; single engine service ceiling of 17,500 feet pressure altitude ISA + 10 degrees C with 950 pound payload 4 hours fuel computed at maximum cruise power 17,500 feet pressure altitude ISA ISA +10 degrees C. The following required avionics systems shall be furnished, installed, and maintained by the contractor including the following specialized equipment: (i) An Aeronautical VHF-AM Radio Transceiver (VHF-1). (ii) A panel mounted GPS Unit. (iii) An Automated Flight Following (AFF) system compatible with the government's AFF tracking network (Webtracker). (iv) Separate Audio Control Systems for the PIC and SIC/ATGS. (v) Three permanently installed Aeronautical P25 Digital VHF-FM Radio Transceiver (FM-1,FM-2 & FM-3). (vi) Two permanently installed VHF-AM Radio Transceivers (VHF) 760 channel capable. (vii) An intercommunications system. (viii) Provisions for an Auxilary VHF-FM Portable Radio (AUX-1). (ix) A set of audio/mic jacks with PTT capability in the rear seat for an ATGS instructor connected to the SIC/ATGS's audio system. A separate Audio Control System for the instructor is acceptable. (x) Traffic Collision Avoidance System (TCAS). (xi) Gyro stabilized Dual Sensor (DS) system including thermal imager (IR) and a daylight color camera (DLTV). The video imaging equipment shall utilize a gyro-stabilized gimbal platform and camera equipment. The system will use a coarse and fine azimuth (pan) and elevation (tilt), with internal mechanisms and electronics to support the controlled direction of the lines of sight. The platform and cameras should be housed in an environmentally sealed enclosure with a flush viewing window for each camera lense (IR and DLTV). The enclosure should mount on the outside of the aircraft. The gimbal operations and settings are controlled with a hand controller at a control console in the rear seat of the aircraft. The control console will have two monitors inside the aircraft at the control station. In addition to the video input from the video imaging equipment (gimbal and camera devices), the system will be capable of peripheral audio/video inputs, with video image recording capability. The system will have a mapping program capability. The IR Camera will have a minimum 3 fixed fields of view: Wide (approx. 17 mm), Intermediate (approx. 60 mm) and Narrow (approx. 200 mm); DLTV Camera will have a zoom range of approximately 10X with continuous zoom. The zoom capabilities of the IR & DLTV provide detail and sensitive functionality to the system.
