Description
This combined synopsis / solicitation is for the acquisition of Red Dyed #2 diesel fuel, a commercial item, for use in ocean-going marine vessels and to fill large (300 - 350 gallon) portable fuel totes aboard. This combined synopsis / solicitation has been prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and incorporates provisions and clauses that are in effect through Federal Circular 2005-54 of December 2, 2011. Quotations are being requested via this notice only; a written solicitation will not be issued. The solicitation / Request For Quotation (RFQ) number is P12PX20616. This acquisition is reserved exclusively for small business concerns. The North American Standard Industrial Classification System (NAICS) code is 424710 and the size standard is 100 employees or less. This acquisition will provide up to approximately 22,500 gallons of Red Dyed #2 diesel fuel (15,000 gallons - Line Item 1, plus 7,500 gallons - Line Item 2, Option 1.) Provision of fuel must be dockside at the vendor's facility, located no further than 5 nautical miles from the National Park Service, Channel Islands National Park, 1901 Spinnaker Drive, Ventura CA 93001. The fuel dock must be able to accommodate a 200-ton, 100' long commercial vessel and must be open for business during regular business hours (0700 until 1700), 7 days a week and by appointment 24/7. Fuel must be dispensed at a flow rate of not less than 40 gallons per minute (gpm) from two available lines for a total of 80 gpm and must be pre-filtered to 10 microns. In addition, the fuel dock must have sufficient capacity to provide up to 3,000 gallons at each fueling. Fueling will be done on an "as needed " basis during the period of performance, which will begin on or about January 23, 2012 and end on September 30, 2012. The Government reserves the right to adjust the total gallons ordered based on availability of funding at the time of award. A breakdown of quantity discounts shall be provided with the quotation, if applicable.
