- The Federal Aviation Administration (FAA), ATC Communications Group, is conducting market research to gain a better understanding of the current marketplace and identify capable sources to replace our existing space segment contract. This contract supports the Alaskan Satellite Telecommunication Infrastructure (ASTI). ASTI is currently undergoing major modernization of its ground station equipment at 64 sites over next five (5) years. Currently, the FAA leases satellite transponder services that utilize AMERICOM-8 (AMC-8) for the primary path and Galaxy-13 (G-13) for the alternate path. The FAA leases 1 and transponders on each path. The space segment contract ends in September 2013. The specifics of an acquisition have not yet been determined. The FAA will use information from this market survey to develop an appropriate acquisition strategy. The FAA has included draft technical requirements for the space segment (Attachment 1) to assist firms with their market survey response. This survey is being conducted in accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1. This survey will support market research obtained from multiple sources and will be utilized for planning purposes only. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged business that are certified by the SBA for participation in the SBA's 8(a) Program. The responses to this market survey will be used for informational purposes only and will not be released. Proprietary information will be protected if appropriately marked. This is not a Screening Information Request (SIR) or Request for Proposal (RFP). The FAA will not pay for any information received or costs incurred in preparing the responses to this market survey or activities contained herein. Therefore, any costs associated with this submission are solely at the interested vendor's expense. To assist the FAA with its acquisitions planning, interested firms are requested to provide the following information: 1.A one-page transmittal letter that includes the following at a minimum: a.Name of companyb.Addressc.Phone and Fax numberd.Point of contacte.Email addressf.Business size status: Large, Medium, Small Business, SDVOSB, VSB, etc. 2.A statement of capabilities and experience not to exceed 5 pages (not including one-page transmittal) that address your firm's ability and experience to meet the draft space segment technical requirements (Attachment 1) including the following at a minimum: a.Number of years your company has been in businessb.Type of services provided by your companyc.Experience providing transponder services and a list of associated contracts under within the past 7 years including the name of the contract and customerd.Identification of satellites and transponders that is available to meet the draft technical requirements.e.Identification of any known issues or concerns with the satellite bandwidth (space segment) market that may impact bandwidth availability, Alaskan satellite beam coverage, saturated flux density, look angles, redundancy or backup configurations, etc.f.Identification of space segment increments that can be purchased.g.A completed Business Declaration form - Attachment 2 (not including in page count) 3.Firms may submit comments to the draft technical requirements via Attachment 1. The NAICS Code under this acquisition is 517410, Satellite Telecommunications, with a Size standards in millions of $15.
