Description
The Department of the Treasury, Internal Revenue Service (IRS) has a requirement for Facility Operation and Maintenance Service (O&M) for the Memphis Internal Revenue Service Center (MIRSC) located at 5333 Getwell Road, Memphis, TN 38118. Facility O&M services for MIRSC’s 24/7 operation include facilities management, operation, maintenance, service, repair, minor construction/alteration services for buildings, structures, grounds, roads and parking lots, utilities and related support systems and equipment. The contractor will provide all management, administration, supervision, labor, materials, supplies, tools, transportation, and equipment to perform O&M services and shall plan, schedule, coordinate and ensure completion of contract requirements with the least disruption to IRS operations. Contract Services include, but are not limited to, the following requirements: • Develop and execute a detailed Building Operation Plan for all the building equipment and systems that provides the highest possible operational effectiveness and efficiency, compatible with maintenance and repair requirements and energy conservation. Procedures are included for Building Temperature; Lighting; Chiller Plant Operation; Boiler Plant Operation; Domestic Hot Water Temperature; Snow and Ice Removal; Centralized Clocks; Tours; Watches; Energy Conservation; Alarm Response; Painting Plan; • Develop and maintain an effective system for accomplishing maintenance and repairs necessary to ensure the proper and most efficient operation of building equipment, systems or subsystems; • Maintain and repair architectural and structural components and systems; • Maintain and repair certain exterior real property, such as underground sewage lines, water and gas lines, storm drains, manholes, fences and gates, roadway and parking lot lighting poles, signs, etc; and • Maintain, operate, and repair the following supplemental systems: (1) RUPS Systems (KATO/Russelectric) and Emergency Diesel Engine Driven Generators (Caterpillar, Detroit, KATO); (2) Class A Fire Alarm Systems (Simplex); (3) Water Treatment; (4) Irrigation System (Rain Bird); (5) Computerized Maintenance Management System (CMMS); and (6) High Voltage Transformers. MIRSC is a campus-style environment, consisting of multiple single story modules and guardhouses whose aggregate total of gross square footage is approximately 900,133 sq ft. The buildings sit on a 130+ acre site. The facility is classified for industrial use. Most modules have raised flooring; penthouses have various mechanical equipment to facilitate each module; grounds include multiple water detention ponds; courtyards interconnect through module connectors and landscaped courtyards and perimeter grounds have an in-ground lawn irrigation system. In accordance with Dept of Justice Vulnerability Assessment of Federal Facilities, the buildings within MIRSC are classified as requiring Level IV and V security. IRS intends to competitively solicit on a “full and open” basis by issuance of a Request for Proposal (RFP). The solicitation will be for a firm-fixed-price type contract and include time-and-materials type contract terms for a small percentage of services ordered on an as-needed basis. PERIOD OF PERFORMANCE: The contract will include a Base Period plus annual Option Renewal Periods. The contract term will total 60 consecutive months, if all options are exercised. QUALIFICATION REQUIREMENTS: Proposals will be considered from only those contractors meeting minimum experience qualifications. Firm must demonstrate that it has current or recent experience successfully performing at least ONE RELEVANT CONTRACT as Prime Contractor. Relevant contract is defined as facility operation and maintenance contract of comparable size and complexity to that which is required for MIRSC for a facility greater than 158k square feet of mainframe computer room space and 741k square feet of office space with building population of more than 2700 personnel in single building campus, or campus with no more than two buildings. All responsible sources may submit a proposal which shall be considered by the agency. SOLICITATION DOCUMENT ACCESS: The RFP will be posted on the IRS internet site at http://www.irs.gov. To access the document on the IRS internet site, proceed to “Contracting Opportunities”, “IRS Procurements”, “What’s New at Procurement”, then look for Solicitation Number TIRSE-12-R-00003 or Facility O&M Services for MIRSC. It is anticipated the solicitation will be posted within 4-5 weeks of this synopsis publication. All relevant information regarding proposal preparation, submission, and criteria for award will be included in the solicitation document. Telephonic inquiries will not be accepted. Offerors are responsible for monitoring the IRS internet site for all information relevant to the solicitation, to include solicitation amendments and notices. Copies of the solicitation are available from the IRS internet site. CCR: Contractor must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award. Information on registration ad annual confirmation requirements may be obtained by calling 1-888-227-2423, or accessing the CCR website at http://www.ccr.gov PRE-PROPOSAL CONFERENCE: A pre-proposal conference will be held on-site and will include a walk-through of the facility. Only one such conference is being scheduled. Refer to the RFP, and any subsequent amendments posted, for conference date, time, and registration requirements. Conference is anticipated to be held within 5-10 business days after IRS posts RFP document No. TIRSE-12-R-00003 on the IRS website.
