Description
THIS IS ONLY A PRE-SOLICITATION NOTICE. NO RESPONSE IS REQUESTED OR DESIRED FOR THIS ANNOUNCEMENT. THE SOLICITATION PACKAGE WILL BE POSTED ON OR AFTER JANUARY 18, 2012. NO OTHER DOCUMENTS PERTAINING TO THIS SOLICITATION WILL BE MADE AVAILABLE PRIOR TO THE ABOVE REFERENCED DATE. GENERAL CONTRACT INFORMATION: This will be a Request for Quote for a vessel charter for the Nearshare Marine Sampling for the Southwest Alaska Network located in the Katmai National Park & Preserve, Alaska. NAICS Code will be 483112 and the Small Business size standard is 500 employees. This acquisition is reserved for Small Business concerns and will utilize FAR Parts 12 and 13, Acquisition of Commercial Items and Simplified Acquisition Procedures, respectively. Funds are available for the proposed requirement; however, quoters are advised that the requirement(s) may be delayed, cancelled or revised at any time during the solicitation, evaluation, and/or final award process based on decisions related to DOI and NPS changes. If the requirement is cancelled; all quote preparation costs will be borne by the quoter. GENERAL DESCRIPTION OF REQUIREMENT: Contractor shall provide a vessel to include all equipment, materials (i.e., fuels, meals, lodging), and labor in support of the National Park Service (NPS) Southwest Alaska Network (SWAN) Nearshore Monitoring Program. The vessel shall provide transportation and support for six (6) NPS SWAN and United States Geological Survey (USGS) passengers and associated expertise to facilitate the nearshore marine sampling in the coastal area of Katmai National Park and Preserve in Alaska. The survey will take place between June 29, 2012 and July 8, 2012 for a maximum of twelve (12) days, ten (10) days in the base price and two (2) additional option days if required. Actual trip timing and length will depend on weather conditions, vessel capabilities (speed, weather conditions vessel can operate in) and tides. The trip will originate and end in Homer, Alaska. Contractors are required to be registered in the Central Contractor Registration (CCR) government system prior to award in order to be eligible for a government contract - the link can be found at http://www.ccr.gov. We advise potential quoters to begin the registration process when they prepare their quote to ensure the registration in the CCR database is complete and in-place should they be selected for the award. In the event a quoter is not registered in CCR at the time the contracting officer is ready to award the purchase order, the contracting officer will proceed to the next eligible successful quoter. Refer to FAR 52.204-7, Central Contractor Registration, "If the Offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror." In addition to CCR, it is strongly encouraged potential contractors complete their registration with the Online Representations and Certifications Application (ORCA) at: https://orca.bpn.gov/ in accordance with FAR 52.204-8. The anticipated solicitation posting date to the NBC and Federal Business Opportunities websites will be on or about January 18, 2012 (subject to change) and quotes will be due on or about January 31, 2012 (subject to change) 2:00 PM Alaska Local Time. The solicitation (and subsequent amendments if applicable) and all related documents can be downloaded electronically (once posted) from the DOI NBC Website at http://ideasec.nbc.gov/.
