Request for Information #2 Title: MMIII Mk21 AFA Component Refurbishment and Repair 3 Jan 2012 This announcement constitutes an additional Request for Information (RFI) to Solicitation Number: FA8204-12-RFIMMIIIMk21 Request for Information for MMIII Mk21 AFA Component Refurbishment and Repair posted 27 Oct 2011. The following information is provided to assist the Air Force in conducting market research to identify sources that meet Air Force requirements. This is neither a request for proposal nor an invitation for bid. There will be no reimbursement for the information provided. The Air Force requires a contract to provide refurbished/repaired Mk21 SSRs, LSDs, and PTPs to feed the supply pipeline for the Mk21 AFA Refurbishment for a two-year period. The quantities identified in Table 1 below are based on our funding profile and the latest inventory of components that are available for refurbishment or that have failed refurbishment and require major repairs. The annual quantities/mix may be adjusted slightly for efficiency; however, this table represents the best estimate to date of the total quantity of components that will be available for this effort. Requirements BASIC YEAR OPTION YEAR COMPONENT DESCRIPTION INDUCTIONS INDUCTIONS Solid State Radar (SSR) 1135-01-196-9586 NP Refurbishment/Regrease 58 38 Repair of failed SSRs 12 12 Launch Safety Device (LSD) 5930-01-523-8752 NP, 1135-01-217-3981 NP Conversion 43 0 Repair of Failed LSDs 0 28 Programmer Timer Processor (PTP) 1135-01-196-9587 NP Capacitor Replacement 50 26 NLT DELIVERY DATE (~ 10 months ARO) NLT DELIVERY DATE (~ 10 months ARO) Jul/Aug 2013 Jul/Aug 2014 Based on the requirements and schedule identified in Table 1 above, interested sources, not already qualified to provide the requisite services, should submit a concise and program specific Statement of Capability (SOC) response presenting sufficient information to substantiate that they have the necessary knowledge and understanding of the requirements and the weapon system; facilities, support equipment and employees with satisfactory qualifications; and appropriate management, and engineering experience with the Mk21 SSR, LSD, and PTP to be able to meet the refurbishment and repair requirement with minimal technical, schedule or cost risk. The response shall describe the potential offeror's qualifications in the following areas: 1) Mk21 SSR, LSD and PTP refurbishment and repair. Describe current and past experience and relevance to the services described herein. Describe knowledge of and experience with handling of classified and Nuclear Weapons Related Material; 2) Personnel Experience. Describe the qualifications of personnel projected to work on this program. Engineering, and technical personnel should have experience on Mk21 SSR, LSD and PTP refurbishment and repair; 3) Facilities and Support Equipment. Demonstrate that the facilities to be used in this effort meet the hardware storage requirements in terms of environment and security safeguards. Demonstrate that the support equipment required for this effort is available and functional; 4) Demonstration of Capability. Describe the plan (and schedule), prior to contract award, that demonstrates the potential offeror's capability to perform all tasks required. Responses should be limited to no more than 5 pages (not including cover sheet and letter) using Times New Roman 12 point font with a one-inch top, bottom, and edge margins. The responses to this RFI are not an offer and cannot be accepted by the Government to form a binding contract. No contract award will be made on the basis of this RFI. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information. Vendor participation is not a promise of future business with the Government. Any information provided in response to this RFI will be used for informational purposes only and will not be returned. All proprietary information should be clearly marked as such. All information submitted by respondents to this RFI, including appropriately marked proprietary information, will be safeguarded and protected from unauthorized disclosure..
