Description
Repair and modernize the removable submarine covers (RSCs), which are mission critical (MDI 97) air conditioned structures that enclose submarines during maintenance and refueling/defueling availabilities in Dry Dock #2. The RSCs are comprised of 17 stacks and 6 stair towers that will be disassembled and transported off the Shipyard to a vendor's facility to be blasted and painted. Project includes the installation of new hardware and fall protection anchors, structural repairs, and major upgrades to HVAC, electrical, fire protection and lighting systems. Additional work in Dry Dock #2 will include blasting, painting and minor structural repair of the west stairway at Building 343 and repair of the structural tie downs. Energy savings will be gained through repair of the 14 inoperable existing Rooftop HVAC Units (RTUs) that currently prevent energy recovery of conditioned air, thereby heating and cooling spaces with 100% make-up air. With air-to-air heat exchange restored, two high efficiency chillers will be installed and attached to existing utilities to provide adequate conditioning to both sides of the submarine, as well as provide required redundancy in the event of casualty operation. Enhanced controls and metering devices throughout will regulate conditioning with new variable speed fans to react to opened compartments limiting heating and cooling losses. Further savings will be gained by cladding RSC units with additional metal insulated panels, and refurbishing existing insulation and weatherization throughout. Total energy reduction of 8,813 mmBTU is expected annually. (See Attached Pre-Solicitation Notice for more information)
