Description
SYNOPSIS FOR ABRASIVE GRIT (50G) DLA Maritime “ Puget Sound is issuing a solicitation and subsequently a Firm Fixed Price or Indefinite Delivery, Indefinite Quantity Contract (IDIQ) for 50G Steel Grit in support of Puget Sound Naval Shipyard & IMF, Bremerton, WA 98314. Requirements: CLIN (0001) 1,600 pound drums, Steel Grit, quantity 350 drums, in accordance to the specifications below: Specifications: 1. High-carbon cast-steel grit HCS G50L per SAE J1993 2. Size G50 3. Rockwell Hardness: 54 to 61 HRC 4. New manufacture only per SSPC AB3. Recycled steel grit is not acceptable. 5. Packaging: The steel grit shall be stored in an outdoor industrial environment, subject to wind driven rain, sleet, and snow. The steel grit packaging shall be designed to protect the grit from this environment. The steel grit shall be packaged in 55-gallon drums with solid lids. Bung top lids are unacceptable. Each drum shall be lined with a minimum 6-mil thick plastic bag, and the steel grit sealed inside the bag. Holes in the drum liner plastic bag are not acceptable. The drum lid shall be covered with a minimum 6-mil thick plastic bag to prevent water from entering the drum. The drums shall be secured to a hardwood pallet with metal banding. Plastic banding and rope are not acceptable. 6. To ensure uniform material, all steel grit provided as part of a contract line item shall be from a single manufacturing plant. 7. Government Inspection Procedures: The steel grit is subject to government receipt inspection. a. Lot definition: A lot shall consist of all drums of steel grit received as part of a contract. If the contract includes more than one line item, then a lot shall consist of all drums of steel grit received as part of an individual line item. All steel grit received as part of a lot shall be from a single manufacturing plant. Different batches from the same manufacturing plant will be considered from the same lot. b. Steel Grit Sampling: Steel Grit samples may be taken from each drum received (100% inspection) or from a reduced number of drums based on a government sampling plan. Individual increments will be drawn per ASTM B 215 Practice B Note 2. A representative sample will be drawn from each drum identified for testing. c. Testing: Each sample may be tested for conformance to SAE J1993 and SAE J444. Samples may be tested for size, chemical composition, hardness, microstructure, general appearance, and density. d. Hardness: For hardness testing, ten particles will be tested from each sample per SAE J1993 paragraph 10.4 and ASTM E 384. Three hardness readings may be taken on each particle. Ninety percent of the hardness readings for each sample shall be within the specified range. e. Steel Grit Rejection: If one sample fails the testing requirements, the entire lot shall fail and all batches delivered as part of that lot may be rejected. Sampling and testing of each individual batch received is not required. f. Packaging Rejection: Each drum selected for steel grit sampling will be inspected for conformance to the packaging requirements of paragraph 5. If one drum fails to meet the packaging requirements, then all drums delivered as part of that lot may be rejected. 8. Certification. The Contractor shall provide written certification from the manufacturer that each batch supplied meets the requirements of this specification. The certification shall be on manufacturer ™s letterhead, and signed by a company official who is empowered to provide same. The contractor shall also provide the laboratory test reports that form the basis for the certification. 9. US product only. Delivery: F.O.B Destination The associated North American Industrial Classification System (NAICS) code for this procurement is 327910 with a small business size standard of 500 employees. This requirement is a 100% small business set-aside and only qualified quoters may submit quotes. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The solicitation and any subsequent amendments will be posted to the NECO website https://www.neco.navy.mil/. Prospective quoters are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the quoter to access the posted documents. No telephone or fax requests will be accepted, and no hard-copy solicitation/amendment will be mailed or faxed. The solicitation shall be posted on or about 03 January 2012 with a response date of on or about 13 January 2012. The buyer will NOT provide a hard copy of the Solicitation package. Quoter must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the quoter is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov.
