- The U.S. Census Bureau intends to solicit and negotiate with only one source under the authority of FAR Part 6.302-1, Only One Responsible Source, based on the need for continuity. The Census Bureau intends to solicit and negotiate with James E. Steed, 37 Devereaux Terrace CT, Falling Waters, WV for expert consultation advice and program management assistance in planning and implementing programs and systems associated with facilities management, disaster recovery and continuity of operations for the Bowie Computer Center (BCC). It is critically important to maintain continuity of ongoing initiative, projects and other efforts, many of which are time-critical, in order to avert interruptions, delays, duplicative work, relearning, and excessive costs. The specific tasks shall include, but are not limited to, the following: a. Directly assist the Division Chief and others as assigned, in matters pertaining to disaster recovery, facilities management, and other associated topics for the Administrative Customer and Services Division (ACSD). b. Based on an in-depth knowledge of the Census organization and individual experience and expertise, provide expert advice and assistance in the planning, implementation, and operation of facility projects, including new initiatives to determine impact on facilities management and disaster recovery activities. c. Provide independent review and evaluation services on administrative and operational issues deemed to require such attention by the Chief, ACSD. Represent the Division Chief in providing support for the BCC upgrades/replacement operations to ensure that all Census concerns are integrated into the planning and scheduling phases. d. Review and evaluate administrative and facility operations as directed by the Division Chief and make recommendations for streamlining, improvement, problem solution, efficiency gains, as appropriate. e. Design and prepare materials and presentations, as desired by the Chief, ACSD. f. Provide on-going, expert consultation concerning the mission, direction and operations of the facility management programs at the BCC, with emphasis on, but not limited to, facilities management and disaster recovery business and continuity issues. g. Attend and/or lead meetings involving the above efforts. h. As directed by the COTR, brief Government representatives or provide written reports on an "as required" basis as to the status of Contractor's efforts. For the past five years, the Census Bureau has obtained these services from James Steed who has demonstrated the ability to satisfy the Bureau's needs as described above. James Steed's specific expertise and knowledge of the BCC's electrical and mechanical infrastructure design and operation; knowledge of the BCC data center operational requirements; knowledge of the program area requirements, and his disaster recovery/contingency certification support this requirement. The Census Bureau believes that the success of this work is dependent on James Steed's continued involvement because any other source would necessitate extensive relearning, duplication of effort, unacceptable delays, and excessive costs, and would jeopardize the BCC's ability to meet its strategic goals. The intended contract will have a performance period of eight (8) months. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination by the Census Bureau not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Census Bureau.
