Description
See attached draft Statement of Work. This notice is issued for information and planning purposes only. This announcement is not a Request for Proposals (RFP) and does not commit the Government to solicit or award a contract now or in the future. No solicitation is available at this time. The purpose of this notice is to invite interested parties to attend an Industry Day concerning the requirement described in this synopsis announcement. As stated in the Sources Sought Notice posted on www.FBO.gov on November 18, 2011, the Government intends to compete this requirement as a small business set-aside. Background: The U.S. Department of Commerce, National Institute of Standards and Technology (NIST), Engineering Laboratory (EL) promotes U.S. innovation and industrial competitiveness in areas of critical national priority by anticipating and meeting the measurement science and standards needs for technology-intensive manufacturing and construction in ways that enhance economic prosperity and improve the quality of life. Measurement science research and services include the development and dissemination of performance metrics, measurement and testing methods, modeling and simulation tools, technical data, guidelines, and the technical basis for standards, codes, regulations, and practices. EL conducts disaster and failure studies in support of this mission. NIST is a non-regulatory agency and does not set building and fire codes, standards, and regulations. The EL's Disaster and Failure Studies Program provides for the establishment of teams to assess 1) building and physical infrastructure performance and 2) emergency response and evacuation procedures in the wake of disaster and failure events that have resulted in substantial loss of life or posed significant potential of substantial loss of life. Scope: NIST seeks to identify sources with the capabilities to work with the EL in support of the Disaster and Failure Studies Program. The anticipated tasks may require Contractor support to perform research, knowledge development, synthesis, and technology transfer as described in the attached draft Statement of Work. Industry Day Information and Instructions: An Industry Day will be held at the NIST campus in Gaithersburg, MD on January 31, 2012 at 9:00am EST. Industry Day will be held at: 100 Bureau Drive Building/Room: TBD Gaithersburg, MD 20899 Any parties interested in learning more about the above requirement are invited to attend/participate in the Industry Day. NOTE: NIST is a secured facility. You will need to furnish the information below prior to your visit (additional information will be required for Foreign Nationals, and there is a 3 day processing time after receipt of all necessary information). Additionally, on the day of the visit you will need to show proper identification and the vehicle registration for any/all vehicles that you drive onto the NIST facility. Any person planning to attend the Industry Day must email the following information to divya.soni@nist.gov and chon.son@nist.gov no later than January 24, 2012 at 12pm EST: 1) Names, positions, and contact information (phone number and email address) of each person attending Industry Day*, and 2) Citizenship status of each person attending Industry Day. *Please note that no more than three (3) persons from each firm shall be allowed to register for the Industry Day.
