Description
NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to procure a LEICA Scanner Measurement System on a brand name basis for the Naval Foundry and Propeller Center (NFPC). The proposed procurement is being processed on an other than full and open competitive basis with LEICA Geosystem and authorized resellers pursuant to FAR 6.302-1(c), Brand Name. The proposed action will result in a firm fixed price purchase order. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received within seven days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, responses should be submitted in writing to NAVSUP FLC Norfolk Contracting Department, Philadelphia Office, Attn: Christine Shockley, 700 Robbins Ave., Bldg. 2B, Philadelphia, PA 19111 or via e-mail to Christine.Shockley@navy.mil. Numbered Note 22 applies. Justification: The instant requirement is to acquire the exact same tracker and scanner system that was purchased in 2010 on a brand name basis. An identical system needs to be purchased to handle the increased workload. The new systems will eventually perform 90% of the NFPC ™s measurement scanning needs as the old method of measuring is phased out. Operational consistency with the system that was bought in 2010 is the Government ™s minimum requirement. The NFPC requires the same software, same software platform and same equipment to insure operational consistency and interchangeability with all computer data bases, procedures and instructions. Furthermore, this scanning system has met the technical requirements approved by NAVSEA. Many studies and investigations evaluating measurement technologies to replace the old method of measuring has been conducted and the 2008-2009 study confirmed that the LEICA system was a superior scanning system and approval from NAVSEA was obtained. NFPC engineering department has spent hundreds of man-hours experimenting with and developing standardized operating procedures for this scanning system to support Navy propeller manufacturing at the NFPC. If another system was purchased, NAVSEA would have to: conduct another study and approve the equipment, staff would have to be trained on a second system, new procedures would have to be written and there would need to be a spare parts inventory for multiple scanning systems. Time is of the essence. Based on the capital investment, time, knowledge, experience and familiarity with the LEICA Geosystem Absolute Tracker Scanner System, it is imperative to purchase the LEICA Scanning System equipment and services. The requirement will be solicited among authorized resellers. Competition is limited by the use of brand name.
