Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued.The solicitation number is FM500012850709 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-54. The associated North American Industrial Classification System (NAICS) code for this procurement is 423450 with a small business size standard of 100.00 employees.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2012-01-11 13:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Elemendorf, AK 99506 The U.S. Army MEDCOM North Atlantic Regional Contracting Office requires the following items, Brand Name or Equal, to the following: LI 001, BRAND NAME OR EQUAL. ALL OR EQUAL PRODUCT PROPOSALS SHALL INCLUDE ALL SALIANT CHARACTERISTICS OF THE LINE ITEM OR EQUALLY PROPOSED PRODUCT OR THE PROPOSAL SHALL BE DETERMINED AS NON-RESPONSIVE. The Thin Prep 2000 shall meet or exceed the technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Nomenclature: Thin Prep 2000Model No: 70031-001Performance/Operating Conditions: Performs approx.25 samples/hr, up to 50,000 samples/yr.Characteristics: A process that automatically control cell mechanical cell dispersion, collection, and transfer of cells from patient sample to slide.Dimensions: 18" W x 15" D x 19.5" H (46cm W x 38cm D x 50cm H) The equipment required is an automatic mechanical cell dispersion, collection, and transfer of cells from patient sample to slide. A gentle dispersion breaks up blood, mucus and non-diagnostic debris and then mixes the solution. The instrument uses a filter to apply a single layer of cells to a slide, providing the perfect amount of cells without cell overlapping for diagnostic review.?Patented dispense system able to dispense without human contact?Able to process 25 samples/hour up to 50,000 samples/year.?Due to space limitations size cannot exceed 18" W x 15" D x 19.5" H?Doesn?t require computer hook-up for functionality (no room/space available in section for a supporting computer unit)?FDA Approved?Must automatically control dispersion, collection, and transfer of diagnostic cells from the sample to the slide.?dispenses even layer of diagnostic cellular material?Weight no more than 50 pounds?Must perform automatic self-diagnostics Delivery shall be FOB DESTINATION at 5955 Zeamer Ave. JBER, AK. 99505 and be completed in accordance with the offeror?s commercial schedule, but not later than thirty (30) days from date of award. The contractor shall conduct one one-day training session for ALL users at JBER. The training shall provide a thorough demonstration of all system/solution functions, maintenance, data administration, and basic troubleshooting. The training may be completed immediately after installation/set-up and on-site measurements, demonstrating that no damage or misalignment issues arose during transportation and installation of the equipment, but must be completed no later than 30 days after installation. The contractor shall provide one (1) copy set of operating manual of the Thin Prep 2000 to include schematics, installation, operation and maintenance and any other applicable manuals for system. Documentation shall be provided in English in hard copy. The system/components/equipment shall be installed by the Contractor and meet contract specifications after delivery. Installation, at a minimum, shall include uncrating/unpackaging of all equipment, hardware set-up and hook-up of the system, demonstration of all specifications, and removal of trash. Onsite installation and demonstration shall be done at Rm 1E-219, 5955 Zeamer Ave. JBER, AK 99505., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, U.S. Army MEDCOM North Atlantic Regional Contracting Office intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. U.S. Army MEDCOM North Atlantic Regional Contracting Office is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
