Description
Contractor to remove the starboard generator of the CHOCTAWHATCHEE (a floating crane), and replace it with a remanufactured CAT 3306B marine generator or a newly remanufactured Caterpillar generator set of equivalent power within the following range: Caterpillar Generator Set 3306B (170 ekW 213kVa 60Hz @1800 rpm) - (190 ekW 238 kVa 60 Hz @1800 rpm). The CHOCTAWHATCHEE is a floating crane with a king post mounted SeaTrax SeaKing 7200-DR type crane. It was built in 2003 by Bender Shipyards, Mobile, AL. Contractor will be required to perform a site visit prior to award of a contract to confirm size conformity to existing space. General characteristics of the crane are: Length - 165'; Beam - 50', molded depth amidships -11'-6"; and displacement -1,221 long tons. Due to the current sound and weatherproof enclosures an identical model remanufactured unit is desired and any other model offered must fit inside the existing enclosures and utilize the existing radiators and mounting arrangement. A Caterpillar remanufactured unit is required to provide interoperability and sharing of common parts and consumables (filters, belts, seals, oils, etc) with the remaining 3306B generator set on board the CHOCTAWHATCHEE. With a remanufactured 3306B generator set the fuel delivery system, which includes the injection pump, injectors and governor, must be new parts. The contractor will reuse the existing radiator but will have the unit flushed and cleaned per the manufacturer's recommendations. The contractor will remove and re-install the generator's enclosure and all covers. Lifting and setting of the enclosure will be made by the Government with a Government crane with proper coordination with the contractor. The contractor will disconnect and re-connect all wiring, fuel lines, etc. and insure that the replacement generator is fully operational. The crane barge will be operational during this work, therefore the contractor must ensure that the starboard generator is completely disconnected from the barge's main electrical bus to avoid any accidental re-energizing of the work area until the starboard generator is ready for reconnection and testing. The contractor will insure that the port generator remains operational at all times during the work. The contractor will perform a load test on the remanufactured or new generator set to ensure it will operate without any detrimental effects to the generator or barge. The contractor will clean up any spills, trash, or debris generated during the work. The U. S. Army, Corps of Engineers has a crane barge, the CHOCTAWHATCHEE that is equipped with two 174KW CAT 3306B generator sets (1 port and 1 starboard) to provide vessel service and off vessel service power. The generators are located within weatherproof sound dampening enclosures aft of the barge deckhouse/workshop. The enclosures are bolted to the deck and can be removed and lifted with the vessel's crane. It is anticipated that a Firm Fixed Price contract will be awarded. This procurement is set aside for small business under NAICS 811310. The size standard for which is a concern, including its affiliates whose average annual gross revenue does not exceed $7.0 million for the past three years.
