DOCUMENT TYPE: Request for Information (RFI) 1 OVERVIEW: The Space Superiority Systems Directorate (SMC/SY) is soliciting information on a potential acquisition strategy, contract structure, data processing, and payload interface concept of operations for a future hosted payload. This hosted payload would be focused on local Space Situational Awareness (SSA). Of particular interest are any technical or contractual plans that may inhibit the widest possible dissemination and deployment of this SSA payload, impose undue risk, or create execution issues. SMC/SY is also announcing its intent to host an Industry Day on 2 February 2012 to discuss SMC/SY's approach to implementing the Local SSA Hosted Payload. THIS ANNOUNCEMENT CONSTITUTES A CALL FOR FEEDBACK ONLY. DO NOT SEND A PROPOSAL. This is a request for information purposes only. As such, it is not a commitment on the part of the SMC/SY for any specific work. Responses to this RFI do not ensure participation in any future actions. 2 LOCAL SPACE SITUATIONAL AWARENESS OVERVIEW: The topic of the Industry Day is an overview of a potential government design for local space situational awareness as well as a possible concept for its operation. A response to this RFI is requested so that the government may receive feedback on the information that will be presented at the Industry Day. A detailed agenda is available on the registration webpage for the Industry Day. Payload Mission Description: SKIPRAY is a space protection technology development program managed by SMC/SY to provide local SSA. It is a scalable hosted-sensor suite for integration onto a spectrum of geosynchronous orbit (GEO) satellite hosts. As a hosted sensor, SKIPRAY relies on the host to provide electrical power, thermal stability, attitude determination and control, ground communications, etc. SKIPRAY is designed with the intent to not adversely affect the host space vehicles' ability to accomplish their mission objectives. Concept of Operations: SKIPRAY is intended to be a standardized payload for use on all US government buses, at a minimum, with potential to expand to all US commercial and possibly foreign commercial GEO satellites. It represents an affordable, low risk, low impact step into the space protection and hosted SSA world. 3 INDUSTRY DAY INSTRUCTIONS: Offerors interested in participating in the Industry Day must pre-coordinate their visit with SMC/SY security and the Industry Day POCs. In order to meet security requirements, the following registration process must be completed by 1600 PDT on 19 January 2012. Registration for the Industry Day will close at COB on 19 January 2012 or at maximum capacity for the venue, whichever comes first. How to Register for the Industry Day: 1. Visit the following registration page: https://einvitations.afit.edu/LocalSSAHostedPayloadIndustryDay/anim.cfm 2. R.S.V.P. by selecting the "Click Here to R.S.V.P." button at the bottom of the page. This process generates the official attendance roster and collects contact information for future updates. 3. Please follow the instructions in Attachment A, Industry Day Security Clearance Form. Submit the completed and signed forms to SMC/SY security. This is a mandatory step for all attendees (except personnel that sit in SMC/SY spaces). 4. Attendance is limited to 3-4 individuals per organization. If the conference room attendance limit is reached, Industry Day POCs will further limit the number of attendees per organization. The Industry Day will be held at the SECRET/NOFORN level. There will be one main session for the Industry Day on the 2nd of February 2012. Government presentations and group Q&A will take two hours during the main session beginning at 0800. One-on-one sessions (max of 15 min each) between government personnel and requesting organizations will be available immediately following the Industry Day main session. If attendees would like to have a one-on-one session scheduled, be sure to check that option when registering. If attendees forget to do so, please contact the Industry Day POCs. The deadline to schedule a one-on-one session is 19 January 2012. The schedule for one-on-one sessions will be sent out prior to the Industry Day and will also be available at the back of the conference room during the Industry Day. One-on-one sessions will not be scheduled after 19 January 2012. Upon arrival, please check in at the A-8 lobby (1st floor) to receive your badge. Maps and instructions are available for download at the registration website. For questions regarding logistics for the Industry Day, please contact Mrs. Barbara Golf (310-535-2692, barbara.golf.ctr@losangeles.af.mil). How to get a copy of the data presented at the Industry Day: All potential attendees, including those who are unable to attend the Industry Day in person, may request copies of the SECRET/NOFORN data presented at the February 2012 Industry Day. Interested individuals must pre-coordinate with SMC/SY security and the Industry Day POCs no later than 19 January 2012. A valid CAGE code is required for classified data receipt. Please follow the instructions in Attachment A, Industry Day Security Clearance Form and Attachment B, Industry Day Data Request Form. Industry Day POCs may collect secure email addresses from participants during Industry Day registration to enable other modes of data dissemination, but the only way SMC/SY will guarantee attendee receipt of Industry Day presentations is by CD. The Industry Day data CDs will be mailed to those who have successfully completed both Attachment A and B. 4 RFI OUTLINE: This RFI is made up of one section, in response to the information presented at the February 2012 Industry Day: 1) Feedback on Local Space Situational Awareness Design and Implementation Approach. Section 1: Feedback on Local Space Situational Awareness Design and Implementation Approach: a) Overview: SMC/SY is requesting feedback on its approach for implementing local SSA as a standard feature on GEO satellites as discussed in more detail at the 2 Feb 2012 Industry Day. Specific areas of interest include any limiting factors and cost drivers for spacecraft integration. Some examples include, but are not limited to, size, weight, and power constraints; environment issues; electrical and mechanical interfaces; and cryptographic requirements. Feedback on ways to reduce integration costs would also be helpful. SMC/SY is also interested in feedback on its overall operations, particularly regarding standardized or specialized software integration into and data flow from the host satellite operations center. Additional information regarding required or standard paperwork, such as giver-receiver lists for qualification testing, would be useful as SMC/SY begins preparing documentation for potential future deployment. b) Response Content Requirements: All feedback for Section 1 shall be submitted as a whitepaper in PDF. Please include a cover letter (see RFI Response Instructions for cover letter details) with all submittals and limit responses to 5 pages. Note: Please be advised that the Aerospace Corporation, MITRE, Massachusetts Institute of Technology Lincoln Laboratory (MIT LL), and existing SMC/SY SETA support (e.g., Integrity Applications Incorporated, PRKK, Scitor Corporation, Schafer, Science Applications International Corporation, TASC, Inc., AT&T, Quantech Services Incorporated, Tecolote, Kinsey Technical Services, Inc., Booz Allen Hamilton, and Mantech Security and Mission Assurance Corporation) will be assisting the Government review of the submitted data. If you believe that a potential conflict of interest exists, or you have other concerns, contact Capt Christian Balmaceda, Procurement Contracting Officer, (310) 535-2657 (christian.balmaceda@losangeles.af.mil), as soon as possible, but no later than one week prior to the due date. RFI Response Instructions: Offerors responding to this RFI are encouraged to submit feedback on SMC/SY's local SSA hosted payload design and implementation approach. The RFI response is due no later than 0800 PDT on 5 March 2012. All responses shall be in PDF. They should include a cover letter that references this RFI number. The cover letter does not count against the 5 page limit of the RFI. The cover letter should provide technical and contracting points of contact (including name, phone number, and email address), CAGE code, and include a statement indicating if the firm is a Small Business, a Socially and Economically Disadvantaged Business, an 8(a) Certified Business, a HUB Zone certified business, a Woman-Owned Business concern, a veteran-owned small business, or a service-disabled veteran-owned small business. The cover letter must be signed and dated by an authorized official of the organization. Response by and participation from appropriately qualified small and small disadvantaged businesses is highly encouraged. Unclassified responses to this announcement may be submitted on CD-R (a CD-RW cannot be accepted) by mail to Capt Oesa Weaver, SMC/SY, 483 N. Aviation Blvd, Bldg A-5, El Segundo, CA 90245. The purpose of the Ombudsman is to receive and communicate concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal planning phase of this acquisition. The Ombudsman will communicate certain offeror issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsman's role is not to diminish the authority of the program director or the contracting officer but to advocate an offeror's concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the offeror. The Ombudsman will not participate in the evaluation of proposals or the source selection process for this acquisition.
