- This Sources Sought Notice is for planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Highway Traffic Safety Administration (NHTSA). The purpose of this Notice is to identify potential sources that may be interested in and capable of performing the work described herein. The NHTSA welcomes Corporate Capability Statements from all individuals and organizations. The NHTSA does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or NHTSA's use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of NHTSA's evaluation of the information received. As a result of this Notice, the NHTSA may issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against the NHTSA shall arise as a result of a response to this Notice. The Contractor shall develop a comprehensive evaluation of the Medium and Heavy duty fleet in the United States including the various forms and applications of trailers in use. NHTSA requires a contractor to complete multiple tasks that expand and/or update some facets of the prior NAS and NHTSA MD/HD studies related to the fleet composition and the fleet baseline. The scope will encompass single and multi-stage vehicle manufacturers and trailers. This scope of work shall include a minimum set of specific requirements (SR#) defined later in this document that must be completed by the contractor. However, the agency is open to the proposal of any additional key factors or information important to a comprehensive understanding of past, current and future medium and heavy duty vehicle fleet characteristics. IMPORTANT: The Contractor must communicate immediately to the COTR any issues it may have in meeting any deadlines associated with this effort as well as recommend to the COTR any actions that may mitigate or eliminate possible delays. Due to tight timelines within which the agency must complete the required actions (See Section SR1 for Deliverables Schedule), the Contractor should anticipate close and frequent interactions with the NHTSA Contracting Officer's Technical Representative (COTR) and other relevant NHTSA and USDOT Volpe Center [1] staff. Additionally, it may be necessary for the Contractor to send personnel to NHTSA as needed to facilitate communication or attend meetings. The Contractor also should expect frequent contact with the COTR to discuss such issues as work accomplished to date and progress on specific contract requirements or on specific points of analysis. The Contractor may be required to participate in, and assist NHTSA in its preparations and discussions internally, with other federal agencies, and in public workshops or industry meetings. The Contractor may be required to review and analyze certain documents that contain confidential business or otherwise-protected information. The Contractor must therefore agree to abide by agency policy in handling, sharing, and disposing of these documents as required by federal regulation, including signing written agreements regarding the handling and disposal of documents containing such information. Format of Corporate Capabilities Statement: Any interested organizations should submit the Corporate Capability Statement which demonstrates the firm's ability and interest in no more than 10 pages to perform the key requirements described above. All proprietary information should be marked as such. All respondents are asked to indicate the type and size of their business organization, e.g., Large business, Small Business, Small Disadvantaged Business, Women-Owned-Business, 8(A), Historically Black College or University/Minority Institution (HBCU/MI), educational institution, profit/non-profit organization, in their response. Interested offerors shall respond to this Sources Sought Notice no later than 15 calendar days from date of posting. E-mail is the preferred method when receiving responses to this Notice.
