- This is not a formal request for proposal (RFP) and does not commit the Department of Veterans Affairs to award a contract now or in the future. This is a SOURCES SOUGHT NOTICE to determine the availability of small businesses (e.g. Service Disabled Veteran Owned Small Business; Veteran Owned Small Business; HUBZone Small Business; 8(a); and Woman Owned Small Business) under NAICS code 621111, that have the capability, experience and capacity to provide Emergency Department Services for the G. V. (Sonny) Montgomery VA Medical Center, Jackson, MS. The small business size standard for NAICS 621111 is $10.0 million. Background/Scope The G. V. (Sonny) Montgomery VA Medical Center (Jackson VAMC) serves a Veteran/patient population of approximately 45,000 people throughout Mississippi. The Jackson campus is considered the main facility, in addition, there are seven Community Based Outpatient Clinics (CBOC) located from North to South Mississippi. The Jackson hospital is defined as a Level IB facility based on inpatient acute care, ICU, and Surgical capabilities. The Emergency Department is defined as Level III and its specific role is to provide acute/critical care services in support of the main campus and the CBOCs, 24 hours per day, seven days per week. The Jackson VAMC has a requirement for a service contract for the management and physician staffing of the Emergency Department. The resulting contract shall provide rotating Emergency Department Physicians (2 FTEE) to ensure Emergency Department coverage on days, nights, weekends and federal holidays; and a Medical Director during normal business hours (1 FTEE). The resulting contract will be a non-personal health care resource services contract. All personnel assigned must be Physicians licensed in a State, Territory, or Commonwealth of the United States or the District of Columbia. All license held by the personnel working on this contract shall be full and unrestricted. In addition to license, physicians must be board certified, and have current ACLS, Airway Management and DEA certifications. Proof of current malpractice insurance/medical liability insurance is required. The Emergency Department Director shall be certified in Emergency Medicine. Offeror s response to this Notice shall be limited to 10 pages and shall include the following information: (1) Offeror s company name (2) Company s DUNS (3) Address (4) Point of Contact to include Title, Phone Number and Email address (5) Offeror s capability to meet the requirement (may include physician resumes detailing qualifications and experience including any current contracts (Civilian or Government) (6) Offeror s type of business (small or large) and socioeconomic status (SDVOSB; VOSB; HUBZone; 8a; WOSB) Response must be received not later than January 20, 2012. After review of the responses to this Source Sought Notice, a solicitation announcement may be published on the FBO website. Responses to this Sources Sought Notice are not considered adequate responses to the solicitation announcement. All interested offerors must respond to the solicitation announcement in addition to responding to the Sources Sought Notice. All interested parties are reminded to be registered with Central Contractor Registration (CCR) at http://www.ccr.gov in order to be eligible for award of government contracts.
