Wage Determination Contract Data Requirements List AF 200925098 Combined Synopsis/Solicitation PDF Performance Work Statement This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is FA8224-12-T-355A and the solicitation is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48. This acquisition is for a Small Business Set-Aside (100%) under NAICS code 541380. CLIN 0001: Firm-Fixed Price, Fatigue Bar Testing: This requirement is to test High Velocity Oxygen Fuel (HVOF) Fatigue bar specimens as per the AF 200925098 drawing (attached for reference). All new equipment and powders must go through Fatigue bar testing to ensure the equipment and powders are AF200925098 compliant in order to be used per Aerospace Sustainment Directorate (ASD) Landing Gear Engineering. The testing will be done at the contractor's facility. The contractor shall test 15 coating integrity coupons to be tested by an ISO 9001:2000 certified laboratory other than the powder manufacturer, equipment manufacturer, overhaul shop or coating vendor to preclude any conflict of interest. The Engineering Support Activity (ESA) must agree to the test facility and may witness testing. Performance Work Statement dated 15 November 2011 is attached for further details on the requirement. Unit of Issue: Lot QTY: 1 Period of Performance: 1 February 2012 - 31 March 2012 The following clauses and provisions are incorporated and will remain in full force in any resultant award: (full text of clauses and provisions may be accessed electronically at this website: http://farsite.hill.af.mil) FAR 52.212-1, Instructions to Offerors-Commercial; FAR 52.212-2 Evaluation-Commercial Items Evaluation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers in the following relative order of importance: 1.Technical capability of the item offered to meet the Government requirement. 2. Price. The Government will evaluate the total price of the offer for the award purposes. All offerors shall include a completed copy of FAR 52.212-3, Offeror Representation and Certifications--Commercial Item or complete electronic annual representations and certifications at http//orca.bpn.gov. The clause at 52.212-4 Contract Terms and Condition-Commercial Items, applies to this acquisition. DFARS 232-7003-Electronic Submission of Payment Requests and Receiving Reports; FAR 52.232-20-Limitation of Cost; AFFARS 5352.201-9101 OMBUDSMAN (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMBC A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen. (d) The ombudsman has no authority to render a decision that binds the agency.
