Description
This is a Sources Sought Notice. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to determine the interest and capability of potential Service Disabled Veteran Owned Small Businesses (SDVSOB), certified HUB Zone Small Business, certified 8(a) Small Disadvantaged Businesses, certified Woman Owned Small Business (WOSB) and Economically Disadvantage Woman Owned Small Business (EDWOSB) with current relevant qualifications, experience, personnel and capability to perform the proposed contracts. The applicable North American Industry Classification Code (NAICCS) is 236220. Based on the responses to this sources sought synopsis, a determination will be made whether it is possible to set this requirement aside for any of the Small Business Types listed above. PWD Maine is contemplating a Multiple Award Construction Contract (MACC) for unspecified minor construction at major sites and reserve centers within the PWD Maine area of responsibility, including but not limited to sites at Portsmouth Naval Shipyard, Cutler, Prospect Harbor, and Rangeley, Maine and at NOSC in Maine, New Hampshire, Vermont, Connecticut and New York. Each contract awarded would be a Firm Fixed Price Indefinite Delivery Indefinite Quantity Contract for one base year and two one year option periods. The total value of contracts awarded will be an estimated value of $30,000,000 and shall not exceed $50,000,000. Task orders under the awarded contracts may include new Construction, Renovations, Alterations, Repairs, Demolition, and Design build projects. The contract will be awarded to a maximum of five (5) contractors. All responses to this Sources Sought Notice should contain the following information: (1) Full company name, address, phone number, point of contact, email address and DUNS number; (2) A positive statement of with your intent to file a proposal as a prime contractor if a solicitation is issued; (3) A positive statement of your intent to self-perform the required minimum of 15% of the contract value with its own labor forces for General Construction and 25% of the contract value with its own labor forces for Special Trade Contractors. (4) A list of work (a minimum of five projects) you currently are performing or have completed within the past three years. Please include contract numbers, project titles, a short project description, number of employees under the project, dollar value of the project. The projects submitted should demonstrate capability relevant, similar in scope and complexity. Failure to submit all information requested could result in a contractor being considered as not interested in this requirement. Complete packages should not exceed 20 pages (no hyperlinks) and should be of sufficient detail to determine the ability of your firm to perform the required services. Small Business concerns may submit capability statements electronically via email, however, it is the responsibility of the vendor to ensure the email and/or regular mail is received. Electronic responses should be directed to kathleen.barry@navy.mil. Mailed capability statements can be forwarded to the below address to the Attention of Kathleen Barry. This Sources Sought is for market research and planning purposes only and is not to be construed as a commitment by the Government. No reimbursement will be made for any costs associated with providing information in response to this notice. Respondents will not be notified of the results of the reviews. All information submitted in response to this announcement must be received on or before the closing date of January 19, 2012.
